- Atlantic Route West Navi Stabilization Agreement. A consultation agreement formed by alliances and 13 non-members with the aim of stabilizing routes. In other words, the version of TSA. The agreement also includes a cross-charter agreement that allows mutual use of space between member shipping companies. It was formed in May 1991.
