The national treasury burden system for compulsory education is a fundamental system that has supported the smooth promotion of the compulsory education in Japan, with the aim of equal educational opportunities and maintaining and improving educational standards in accordance with the principle of free compulsory education.
However, in the government, the national treasury burden system for compulsory education has been revised to reduce the ratio of the national treasury burden to one-third from April 2006.
Therefore, the government should implement a significant increase in the number of employees to respond to work style reforms at schools and increasingly complex and difficult educational issues, and respect the spirit of the national treasury burden system for compulsory education. We strongly request that the government's budget be expanded to enhance education.
Here, Yokohama City Council unanimously submits a written opinion pursuant to Article 99 of the Local Government Act.
