In November 2000, the Law Concerning the Promotion of Smooth Movement Using Public Transportation for Elderly and Physically Disabled Persons (commonly known as the Traffic Barrier-Free Law) came into effect.
In response to this, Yokohama City has been developing basic concepts in areas around major stations in central Tokyo and Fukutoshin. In August 2004, we formulated the "Tsurumi Station Area Traffic Barrier-Free Basic Concept" for the area around Tsurumi Station, where business, commercial, public facilities, welfare and medical facilities are located in the center of Tsurumi Ward.
To realize this basic concept, Road and Highway Bureau has formulated a road-specific business plan that defines the business content and business period. In the future, we will implement road projects based on this plan.
The Traffic Barrier-Free Law is intended to reduce the physical burden associated with transportation using public transportation such as the elderly and the physically handicapped, and to improve the convenience and safety of transportation. We promote barrier-free through two pillars of "barrier-free" and "barrier-free priority maintenance districts".
Tsurumi district consisting of citizens such as academics, elderly people, persons with disabilities, related businesses, administrative organizations, etc., to promote barrier-free in the priority maintenance district, which is one of them. The basic concept was formulated after repeated examinations at the meeting.
In addition, based on around Tsurumi Station district road specific business plan (= business plan of road which Yokohama-shi manages) that we devised along this basic design, we carry out business by 2010.
The following are the routes for priority maintenance areas and barrier-free in the Tsurumi Station area.
The priority maintenance area is a district where major facilities such as public facilities and welfare facilities are located within a range of approximately 500m (walking area) centered on passenger facilities such as railway stations where there are considerable numbers of users. This is an area where barrier-free will be implemented in an integrated manner.
The priority maintenance areas are areas that include the triangular intersection on the Kitakata side from JR Tsurumi Station, the Tsurumi Post Office on the east side, Sojijiji Railroad Crossing to the south, and Toyooka Street on the west side.
There are three routes for barrier-free: a specific route, a semi-specific route, and a route that is consistent with the specific route.
・As a general rule, a specific route is a route that carries out maintenance along the standards based on the Traffic Barrier-Free Law by 2010 or at this stage, maintenance based on the Yokohama City Welfare Town Development Ordinance is maintained, It is a route that does not particularly hinder smooth movement of people with disabilities.
・A semi-specific route is a route that takes into account repair opportunities for issues in the future and work on maintenance for barrier-free.
・A route that is consistent with a specific route is a route that complements smooth movement by maintaining it together with a specific route.

Target year
For specific routes and routes that are consistent with specific routes, maintenance will be implemented by 2010. For other routes, we will take advantage of opportunities such as repairs and work to make them barrier-free.
Maintenance level setting
In order to realize barrier-free in a focused and integrated manner by 2010, we will carry out repairs for places where barrier-free can be achieved by partially improving the sidewalks.
In addition, the maintenance level is determined in consideration of cooperation with other businesses and pedestrian continuity.
Maintenance standards
We carry out maintenance based on road movement facilitation maintenance guidelines. The main maintenance standards are "the effective width of the sidewalk should be 2m or more", "paving materials should be flat, non-slip, and well drained", "make the vertical gradient of the sidewalk to 5% or less", "Install a flat yellow part at the connection of the pedestrian crossing", "In principle, the steps on the sidewalk connected to the pedestrian crossing should be 2 cm. "

○Regarding illegal occupied properties and illegal bicycle parking that narrow the effective width, understanding and cooperation of roadside residents and bicycle users is indispensable, and we will continue to provide guidance, removal, call for the promotion of bicycle parking lots, etc. .
○As abandoned bicycle measures, we devise "measures business guidelines such as Yokohama-shi bicycles" to examine role allotment such as administration, citizen, railroad company.
○As a measure to leave obstacles on the block for guiding visually impaired people, we will work on enlightenment activities, such as laying PR sheets on guidance blocks.
Road maintenance promoted by the Traffic Barrier-Free Law will be barrier-free by 2010, and in promoting the business, cooperation of related parties such as traffic managers, railway operators, road occupation companies, and roadside residents.
