Around Kami-Ooka Station and Konan Chuo Station, Yokohama City Road Specific Business Plan Formulated in June 2008

Contents

 In December 2006, the "Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons" (commonly known as the New Barrier-Free Law) came into effect. In response to this, Yokohama City is promoting the development of basic plans around major stations and in areas where public facilities are concentrated.

 Therefore, the Kami-Ooka Station and Konan Chuo Station, which are positioned as the center of Konan Ward, which have both a wide-area base as a subcenter of the city and a base for local life.・ Konan Chuo Station Area Barrier-Free Basic Concept was formulated in March 2008.

To realize this basic concept, Konan Ward and Road and Highway Bureau have formulated a road-specific business plan that defines the details of the project and the planned implementation period. In the future, we will implement the project based on this plan.

(1) What is the New Barrier-Free Law?

 The new barrier-free law covers buildings and public transportation, as well as off-street parking lots and city parks for all persons with disabilities, pregnant women, injured persons, etc., as well as the elderly and physically handicapped, as well as off-street parking lots and city parks. The purpose is to reduce the physical burden associated with movement and to improve the convenience and safety of transportation.

 In addition, the following two major pillars will promote barrier-free access.

  • Promotion of barrier-free public transportation, buildings and public facilities
     When constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each business operator・ We require facility setting managers such as building owners to conform to the "barrier-free standards (mooth facilitation standards for movement)" established for each facility. In addition, efforts are imposed on existing facilities to conform to the standards.
  • Promotion of barrier-free priority maintenance areas
     Municipalities are responsible for public transportation, buildings, roads, off-street parking lots in areas centered on passenger facilities such as railway stations, and in areas where facilities used by the elderly and disabled are gathered (priority maintenance districts). In order to promote barrier-free such as city parks, traffic lights, etc., we can create a "barrier-free basic concept".

(2) What is the Barrier-Free Basic Concept


 The barrier-free basic concept is to focus on barrier-free access to passenger facilities such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly and disabled in priority maintenance areas. In order to promote integrally, we determine area of important maintenance district, route (life-related route) aiming at barrier-free, contents of business to be carried out for barrier-free.

 In the area around Kami-Ooka Station and Konan Chuo Station, in order to promote "barrier-free priority maintenance areas", it is composed of academics, citizens such as the elderly and disabled, related businesses and administrative organizations. After repeated discussions at the council and preparatory meeting, the basic barrier-free basic concept was formulated.

 In addition, after basic design development, each company makes concrete business plan based on basic design and, in 2010, will carry out barrier-free in important maintenance district with the goal of 2010.

 In the "Kami-Ooka Station / Konan Chuo Station Area Barrier-Free Basic Concept" formulated in April 2008, "Life-related Routes (A)" and "Life-related Routes (B)" are defined.

Life-Related Routes (A)

  • Among lifestyle-related routes, routes that implement maintenance in accordance with the standards for facilitating movement based on the law
  • At present, maintenance based on the maintenance standards of the Yokohama City Welfare Town Development Ordinance is being made, and routes that do not particularly hinder the smooth movement of elderly people and disabled persons.

  • Of the lifestyle-related routes, taking into account the road function and role of the route, the situation of urbanization and topographical conditions, etc., and actively apply mutatis mutandis after fully recognizing the concept of the standards for facilitating movement based on the law. In other sections, there are places where steps and gradients are tight at intersections.
[Measures] : In the section in front of Kami-Ooka Station, the entire road will be completely renovated triggered by the development of other projects such as redevelopment projects, semi-flat flattening of sidewalks, renovation of steps and gradients at intersections, and guidance blocks for visually impaired people Renovation and new construction.   • Regarding illegal private properties and illegal bicycle parking, etc. that narrow the effective width of roads that hinder movement, cooperation of roadside people and manners such as bicycle users are important, and guidance, removal, and use of bicycle parking lots in the future Call for.
