Around Hoshikawa Station, Yokohama City Road Specific Business Plan Formulated in December 2011

 In response to the enforcement of the Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons (New Barrier-Free Law) in December 2006, Yokohama City has been promoting various barrier-free measures, including the development of basic concepts.
 As a central area of Hodogaya Ward, Yokohama City formulated the "Hoshikawa Station Area Barrier-Free Basic Design" in March 2011.
 To realize this basic concept, Hodogaya Ward and Road and Highway Bureau have formulated a road-specific business plan that defines the details of the project and the planned implementation period. In the future, we will implement the project based on this plan.

(1) What is the New Barrier-Free Law?

 In order to improve the convenience and safety of transportation and facility use for the elderly, disabled, pregnant women, and injured people, the following two major pillars will promote barrier-free use.

  • Promotion of barrier-free public transportation, buildings and public facilities
     When constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each business operator・ We require facility setting managers such as building owners to conform to the "barrier-free standards (mooth facilitation standards for movement)" established for each facility. In addition, efforts are imposed on existing facilities to conform to the standards.
  • Promotion of barrier-free priority maintenance areas
     Municipalities are responsible for public transportation, buildings, roads, off-street parking lots in areas centered on passenger facilities such as railway stations, and in areas where facilities used by the elderly and disabled are gathered (priority maintenance districts). In order to promote barrier-free such as city parks, traffic lights, etc., we can create a "barrier-free basic concept" can be created.

 *Priority maintenance areas: Including the location of living-related facilities (stations, government offices, welfare facilities, other facilities), it is particularly necessary to move between facilities usually on foot, and to carry out projects for facilitating transportation. District.

(2) What is the Barrier-Free Basic Concept

 In priority maintenance district, to promote barrier-free such as public transportation such as railway stations, public facilities such as roads and parks, public buildings used by the elderly and disabled in priority maintenance districts, routes (life-related routes) aiming for barrier-free, and contents of business (specific businesses) to be carried out for barrier-free.
 In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business with the goal of five years from principle, basic design development.

 In the "Hoshikawa Station Area Barrier-Free Basic Concept", "Life-related facilities" and "life-related routes" are defined.

Living-related facilities

 Facilities such as passenger facilities, government facilities, and welfare facilities that are used by the elderly and disabled in daily or social life.
 Mainly, (1) the facility must be used by an unspecified number of people, including the elderly and the disabled, and (2) the means to reach the facility is mainly on foot from Hoshikawa Station. Facilities that satisfy

Life-related Routes

 A route between living-related facilities, especially a route that requires a high need to be barrier-free.
 Life-related routes are classified into the following two categories according to the target maintenance level in the implementation of projects related to the maintenance of roads.

Life-Related Routes (A)

  • Of the life-related routes, those that implement maintenance in accordance with the standards for facilitating movement, etc., based on the law, or routes that have already been developed in accordance with the same standards.

Life-Related Routes (B)

  • Among lifestyle-related routes, it cannot be set to lifestyle-related route A due to local restrictions such as topography and urbanization conditions, but considering the road function and role of the route, facilitating smooth movement based on the law as much as possible (set as Yokohama City's original approach)

 With "road specific business plan", road manager establishes the following matter according to basic design in important point maintenance district established in basic design.

  • "Road section" to carry out road identification business
  • "Contents and planned implementation period" of road specific projects to be implemented for each section
  • Other "important matters to be considered" when implementing road-specific projects

(1) Target year

 As a general rule, we carry out maintenance for the goal until 2015.

(2) Maintenance level setting

 Set the level of maintenance such as renovation will be set in consideration of regional characteristics, current design, and surrounding roadside conditions. In addition, in order to carry out effective maintenance, we plan cooperation and coordination with other companies and consider the continuity of walking space.

(3) Main maintenance standards for road movement facilitation maintenance

 We carry out maintenance based on "smooth maintenance guidelines such as movement of road" and "town development regulations facility maintenance manual of Yokohama-shi welfare".

  • Regarding illegal private properties and illegal bicycle parking, etc., which hinder movement and narrow the effective width of the road, cooperation of roadside people and manners such as bicycle users are important, and guidance, removal, and promotion of bicycle parking lot use in the future Calls.
