In Yokohama City, following the enforcement of the "Law Concerning the Promotion of Smooth Movement of Elderly People and Disabled Persons (New Barrier-Free Law)" in December 2006, various barrier-free measures such as the formulation of basic plans are promoted. doing.
As a central area of Hodogaya Ward, in March 2011, we formulated the Basic Concept for Barrier-Free in the Area around Hoshikawa Station, where there are many facilities used by an unspecified number of people, including administrative facilities, cultural facilities, welfare facilities, and commercial facilities.
In order to realize this basic concept, Hodogaya Ward and Road and Highway Bureau have formulated a Road-Specific Business Plan that specifies the details of the project and the expected period of implementation. In the future, we will implement the project based on this plan.
(1) What is the New Barrier-Free Law?
In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.
- Promotion of barrier-free public transportation, buildings, and public facilities
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free standards (standards for facilitation such as movement)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards. - Promotion of barrier-free facilities in priority areas
Municipalities are responsible for public transportation, buildings, roads, off-street parking in areas centered on passenger facilities such as railway stations, and in areas where facilities used by the elderly and disabled are gathered (important maintenance areas). In order to promote barrier-free parking, city parks, traffic lights, etc., we can create a "barrier-free basic concept" in a focused and integrated manner.
*Priority areas: Including the location of life-related facilities (stations, government offices, welfare facilities, other facilities), it is particularly necessary that the movement between each facility is usually performed on foot, and that projects to facilitate movement etc. be implemented. Area recognized.
(2) What is the Basic Concept of Barrier-Free?
In priority maintenance districts, to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. It defines the range of priority maintenance districts, routes (life-related routes) to make barrier-free, and the contents of projects (specific projects, etc.) to be implemented for barrier-free.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business in principle five years after basic design development.
In the "Hoshikawa Station Area Barrier-Free Basic Concept", "life-related facilities" and "life-related routes" are defined.
Life-related facilities
Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.
Mainly, (1) the facility must be used by an unspecified number of people, including the elderly and the disabled, and (2) the means to reach the facility must be mainly on foot from Hoshikawa Station. Facilities that meet.
Life-related routes
Routes between living-related facilities, especially those that need to be barrier-free.
In addition, life-related routes are classified into the following two categories according to the target maintenance level in the implementation of projects related to the maintenance of roads.
Life-related routes (A)
- Of the lifestyle-related routes, routes that carry out maintenance in accordance with the standards for facilitating movement, etc. based on the law, or routes that have already been maintained in accordance with the standards.
Life-related routes (B)
- Of the life-related routes, due to local restrictions such as terrain and urbanization, it cannot be set to life-related routes A, but taking into account the road function and role of the route, travel based on the law as much as possible Routes to carry out maintenance in accordance with smoothing standards (set as Yokohama City's unique approach)
With "road specific business plan", road manager establishes the following matters along basic design in important point maintenance district established in basic design.
- "Road section" that implements road identification projects
- "Contents and scheduled implementation period" of road-specific projects to be implemented for each section
- Other "important matters to be considered" when implementing road-specific projects
(1) Target year
As a general rule, we will carry out maintenance with the goal until 2015.
(2) Setting the maintenance level
We will set maintenance levels such as renovation in consideration of regional characteristics, current design, and surrounding roadside conditions. In addition, in order to carry out effective maintenance, we plan cooperation and consistency with other companies and consider continuity of walking space.
(3) Main maintenance standards of the guidelines for smooth maintenance of road movement, etc.
We carry out maintenance based on "facilitation maintenance guidelines such as movement of road" and "town development regulations facility maintenance manual of Yokohama-shi welfare".

- Utilizing city public relations magazines and websites, we provide information on the status of business implementation and approaches for barrier-free.
- About illegal private property or illegal bicycle parking that hinders movement and narrows the effective width of the road, cooperation of roadside people and manners such as cyclists are important, and guidance, removal, promotion of bicycle parking lot use will be promoted in the future And so on.
In addition, in order to form a walking space network that allows everyone to move safely and comfortably, each person should understand each other and related parties such as traffic managers, railway operators, road occupants, roadside residents, etc. Cooperation is required.
