Around Sugita Station, Shin-Sugita Station, Yokohama City Area Road Specific Business Plan <Developed in April 2014>

In Yokohama City, following the enforcement of the Barrier-Free Law (Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons) in December 2006, everyone can engage in independent daily and social life. We are promoting barrier-free measures to improve the environment. In Isogo Ward, we have formulated the “Basic Concept for Barrier-Free Area around Sugita Station and Shin-Sugita Station in Yokohama City Sugita Station and Shin-Sugita Station Area Barrier-Free Basic Concept”.

This time, for the realization of this basic design, we have formulated the "Sugita Station, Yokohama City Sugita Station and Shin-Sugita Station Area Road Specific Business Plan". In the future, we will implement the project based on this plan.

(1) What is the Barrier-Free Law?

The Barrier-Free Law is designed to provide buildings and public transportation, as well as off-street parking lots and city parks for all people, including the elderly, the physically handicapped, intellectual, mental and developmental disabilities, pregnant women, and injured people. With the aim of reducing the burden on the body involved in moving and improving the convenience and safety of transportation, we will promote barrier-free through the following two measures.

  • Barrier-free public transportation, buildings, public facilities, etc.
    When constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, For facility installation managers such as building owners, it is mandatory to conform to the "barrier-free maintenance standards (standards for facilitating movement, etc.) established for each facility. In addition, efforts are imposed on existing facilities to conform to the standards.
  • Integrated barrier-free priority maintenance areas
    Municipalities are responsible for public transportation, buildings, roads, off-street parking lots in areas centered on passenger facilities such as railway stations, and in areas where facilities used by the elderly and disabled are gathered (priority maintenance districts). In order to promote barrier-free such as city parks, traffic lights, etc., we can create a "barrier-free basic concept" can be created.

(2) What is the Barrier-Free Basic Concept

In priority maintenance district, to promote barrier-free such as public transportation such as railway stations, public facilities such as roads and parks, public buildings used by the elderly and disabled in priority maintenance districts, routes (life-related routes) aiming for barrier-free, and contents of business (specific businesses) to be carried out for barrier-free.

After basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business for the purpose of business completion within five years from principle, basic design development.

In the "Basic Concept for Barrier-Free Area around Sugita Station and Shin-Sugita Station in Yokohama City", "Life-related facilities" and "Life-related Routes" are defined.

Living-related facilities

Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.

Mainly, (1) the facility must be used by an unspecified number of people, including the elderly and the disabled, and (2) means to reach the facility is mainly on foot from Sugita Station and Shinsugita Station Facility that satisfies the condition.

Life-related Routes

This is a route between living-related facilities, especially a route that requires a high need for barrier-free.

In addition, life-related routes are classified into the following two categories according to the target maintenance level.

Life-Related Routes (A)

Among lifestyle-related routes, routes that implement maintenance in accordance with the standards for facilitating movement, etc. based on the barrier-free law, or routes that have already been developed in accordance with the standards.

Life-Related Routes (B)

Due to local constraints such as topography and urbanization conditions, it is not possible to set a lifestyle-related route A, but in consideration of the road function and role of that route, movement based on the barrier-free law as much as possible. Routes (set as Yokohama City's unique approach)

With "road specific business plan", road manager establishes the following matter according to basic design in important point maintenance district established in basic design.

  • "Road section" to carry out road identification business
  • "Contents and planned implementation period" of road specific projects to be implemented for each section
  • Other "important matters to be considered" when implementing road-specific projects

(1) Target year

As a general rule, maintenance will be carried out with the goal of 2018.

(2) Maintenance level setting

Set the level of maintenance such as renovation will be set in consideration of regional characteristics, current design, and surrounding roadside conditions. In addition, in order to carry out effective maintenance, we plan cooperation and coordination with other companies and consider the continuity of walking space.

(3) Business scope of the target route

Considering the network between living-related facilities, the business scope of the target route was set.

(4) Main maintenance standards

We carry out maintenance based on standard to establish in "the regulations about standard of structure of road necessary for smoothness such as Yokohama-shi movement" and "town development regulations of Yokohama-shi welfare".

We plan about route to carry out business as follows to plan barrier-free in a priority and integrated manner.

  • We perform instruction, removal to cancel illegal private use article narrowing effective width of road and illegally parked bicycles that hinder traffic, and call for the use of bicycle parking lots.
