 In Yokohama City, following the enforcement of the "Law Concerning the Promotion of Smooth Movement of Elderly People and Disabled Persons (New Barrier-Free Law)" in December 2006, various barrier-free measures such as the formulation of basic plans are promoted. doing.
 In December 2011, the city of Yokohama formulated the Basic Concept for Barrier-Free Areas around Oguchi Station and Koyasu Station, where cultural facilities, welfare facilities, commercial facilities and other facilities used by an unspecified number of people are concentrated as living bases in Kanagawa Ward.
 In order to realize this basic concept, Kanagawa Ward and Road and Highway Bureau have formulated a Road-Specific Business Plan that specifies the details of the project and the expected period of implementation. In the future, we will implement the project based on this plan.

(1) What is the New Barrier-Free Law?

 In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.

  • Promotion of barrier-free public transportation, buildings, public facilities, etc.
     When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards.
  • Promotion of barrier-free access to priority maintenance areas (*)
     Municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and in areas where movement between facilities is usually performed on foot (priority maintenance areas), In order to promote barrier-free transportation such as public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc., we can create a "barrier-free basic concept" in an integrated manner.

 The area of the entire district is less than 400ha, where there are three or more living-related facilities, and a considerable number of elderly people and persons with disabilities who use the facility can move between the facilities on foot. It is a district that is expected to be performed, and it is recognized that it is necessary to promote priority and integrated barrier-free. The boundaries of the priority maintenance area will be clearly displayed as much as possible by town boundaries, character boundaries, roads, rivers, railways, etc., city planning roads, etc.

(2) What is the Basic Concept of Barrier-Free?

 In priority maintenance districts, to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. It defines the range of priority maintenance districts, routes (life-related routes) to make barrier-free, and the contents of projects (specific projects, etc.) to be implemented for barrier-free.
 In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business in principle five years after basic design development.

 In the "Basic Concept for Barrier-Free around Oguchi Station / Koyasu Station", "Life-related facilities" and "Life-related routes" are defined.

Life-related facilities

 Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.
 Mainly, (1) the facility is used by an unspecified number of people, including the elderly and the disabled, and (2) the means leading to the facility are mainly on foot from Oguchi Station and Koyasu Station. Facilities that meet the conditions.

Life-related routes

 Routes between living-related facilities, especially those that need to be barrier-free.
 In addition, life-related routes are classified into the following two categories according to the target maintenance level in the implementation of projects related to the maintenance of roads.

Life-related routes (A)
  • Among life-related routes, routes that carry out maintenance in line with the standards for facilitation such as movement based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained along both standards, etc.
Life-related routes (B)
  • Of the life-related routes, due to local restrictions such as terrain and urbanization, it cannot be set to life-related routes A, but taking into account the road function and role of the route, travel based on the law as much as possible Routes to carry out maintenance in accordance with smoothing standards (set as Yokohama City's unique approach)
