Yokohama City Oguchi Station and Koyasu Station Area Road Specific Business Plan

 In response to the enforcement of the Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons (New Barrier-Free Law) in December 2006, Yokohama City has been promoting various barrier-free measures, including the development of basic concepts.
 In response to this, Kanagawa Ward established the “Oguchi Station and Koyasu Station Area Barrier-Free Basic Concept” in December 2011, targeting areas around Oguchi Station and Koyasu Station, where facilities used by an unspecified number of people, including cultural facilities, welfare facilities, and commercial facilities.
 To realize this basic concept, Kanagawa Ward and Road and Highway Bureau have formulated a road-specific business plan that defines the details of the project and the planned implementation period. In the future, we will implement the project based on this plan.

(1) What is the New Barrier-Free Law?

 In order to improve the convenience and safety of transportation and facility use for the elderly, disabled, pregnant women, and injured people, the following two major pillars will promote barrier-free use.

  • Promotion of barrier-free public transportation, buildings, public facilities, etc.
     When newly constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each business operator・ We require facility setting managers such as building owners to conform to the "barrier-free maintenance standards (mooth facilitation standards for movement)" established for each facility. In addition, efforts are imposed on existing facilities to conform to the standards.
  • Promotion of barrier-free areas of priority maintenance areas (*)
     Municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and in areas where transportation between facilities is usually performed on foot (priority maintenance districts) In order to promote barrier-free services such as buildings, roads, off-street parking lots, city parks, traffic lights, etc., we can create a "barrier-free basic design".

 The area of the entire district is approximately less than 400ha, there are three or more living-related facilities, and a considerable number of elderly people, persons with disabilities, etc. who use the facilities, move between the facilities is on foot It is a district that is expected to be carried out on, and it is recognized that it is necessary to promote focused and integrated barrier-free barrier-free. The boundaries of the priority maintenance area are clearly indicated by town boundaries, character boundaries, roads, rivers, railways, facilities such as railways, city planning roads, etc.

(2) What is the Barrier-Free Basic Concept

 In priority maintenance district, to promote barrier-free such as public transportation such as railway stations, public facilities such as roads and parks, public buildings used by the elderly and disabled in priority maintenance districts, routes (life-related routes) aiming for barrier-free, and contents of business (specific businesses) to be carried out for barrier-free.
 In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business with the goal of five years from principle, basic design development.

 In the "Oguchi Station / Koyasu Station Area Barrier-Free Basic Concept", "Life-related facilities" and "Life-related routes" are defined.

Living-related facilities

 Facilities such as passenger facilities, government facilities, and welfare facilities that are used by the elderly and disabled in daily or social life.
 Mainly, (1) the facility must be used by an unspecified number of people, including the elderly and disabled, and (2) means to reach the facility is mainly on foot from Oguchi Station and Koyasu Station. Facility that satisfies the conditions.

Life-related Routes

 A route between living-related facilities, especially a route that requires a high need to be barrier-free.
 Life-related routes are classified into the following two categories according to the target maintenance level in the implementation of projects related to the maintenance of roads.

Life-Related Routes (A)
  • Of life-related routes, routes that carry out maintenance in accordance with the standards for facilitation such as movement based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained in line with both standards.
Life-Related Routes (B)
  • Among lifestyle-related routes, it cannot be set to lifestyle-related route A due to local restrictions such as topography and urbanization conditions, but considering the road function and role of the route, facilitating smooth movement based on the law as much as possible (set as Yokohama City's original approach)

 With "road specific business plan", road manager establishes the following matter according to basic design in important point maintenance district established in basic design.

  • "Road section" to carry out road identification business
  • "Contents and planned implementation period" of road specific projects to be implemented for each section
  • Other "important matters to be considered" when implementing road-specific projects

 (2) Maintenance level setting
   Set the level of maintenance such as renovation will be set in consideration of regional characteristics, current design, and surrounding roadside conditions. In order to implement effective maintenance.

 (3) Main maintenance standards for road movement facilitation maintenance
   We carry out maintenance based on "Guidelines for facilitating the movement of roads" and "Yokohama City Welfare Town Development Ordinance Facility Maintenance Manual"
