In Yokohama City, following the enforcement of the Barrier-Free Law (Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons) in December 2006, everyone can conduct independent daily and social life We are promoting barrier-free measures to create an environment where people can do it. In Kanazawa Ward, the area around Kanazawa Bunko Station and Kanazawa Hakkei Station, where public facilities such as administrative facilities, cultural facilities, welfare facilities, commercial facilities, etc. are concentrated, is being developed.
This time, in order to realize this basic concept, we have formulated the "Yokohama City Kanazawa Bunko Station / Kanazawa Hakkei Station Area Road Specific Business Plan". In the future, we will implement the project based on this plan.
(1) What is the Barrier-Free Law?
The Barrier-Free Law provides buildings and public transportation, as well as off-street parking lots and city parks for all persons, including the elderly, the physically handicapped, intellectual, mental and developmental disabilities, pregnant women, and injured persons. The aim is to reduce the burden on the body involved in transportation and to improve the convenience and safety of transportation, and to promote barrier-free through the following two measures.
- Barrier-free public transportation, buildings, public facilities, etc.
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building The facility installation managers such as owners are required to comply with the "barrier-free maintenance standards (standards for facilitation such as movement)" determined for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards.
- Integrated barrier-free of priority maintenance areas
Municipalities are responsible for public transportation, buildings, roads, off-street parking in areas centered on passenger facilities such as railway stations, and in areas where facilities used by the elderly and disabled are gathered (important maintenance areas). In order to promote barrier-free parking, city parks, traffic lights, etc., we can create a "barrier-free basic concept" in a focused and integrated manner.
(2) What is the Basic Concept of Barrier-Free?
In priority maintenance districts, to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. It defines the range of priority maintenance districts, routes (life-related routes) to make barrier-free, and the contents of projects (specific projects, etc.) to be implemented for barrier-free.
After basic design development, each company will make concrete business plan based on basic design and carry out barrier-free in important maintenance district. In Yokohama City, in principle, we will carry out the project with the goal of completing the project within 5 years from the basic design development.
In the "Kanazawa Bunko Station / Kanazawa Hakkei Station Area Barrier-Free Basic Concept", "Life-related facilities" and "Life-related routes" are defined.
Life-related facilities
Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.
Mainly, (1) the facility is used by an unspecified number of people, including the elderly and the disabled, and (2) the means leading to the facility are mainly from Kanazawa Bunko Station and Kanazawa Hakkei Station. Facilities that meet the conditions of walking.
Life-related routes
It is a route between living-related facilities, especially a route that requires barrier-free.
Life-related routes are classified into the following two categories according to the target maintenance level.
Life-related routes (A)
- Of the lifestyle-related routes, routes that carry out maintenance in accordance with the standards for facilitating movement, etc. based on the Barrier-Free Law, or routes that have already been maintained in accordance with the standards.
Life-related routes (B)
- Due to local restrictions such as topography and urbanization among the lifestyle-related routes, it cannot be set to Life-related Route A, but taking into account the road function and role of the route, movement based on the Barrier-Free Law as much as possible Routes to carry out maintenance in accordance with smoothing standards (set as Yokohama City's unique approach)
With "road specific business plan", road manager establishes the following matters along basic design in important point maintenance district that we established in basic design.
- "Road section" that implements road identification projects
- "Contents and scheduled implementation period" of road-specific projects to be implemented for each section
- Other "important matters to be considered" when implementing road-specific projects
(1) Target year
As a general rule, we will maintain the target for FY2017.
(2) Setting the maintenance level
We will set maintenance levels such as renovation in consideration of regional characteristics, current design, and surrounding roadside conditions. In addition, in order to maintain it effectively, we plan cooperation and consistency with other companies and consider the continuity of walking space.
(3) Business scope of the target route
In consideration of the network between living-related facilities, the business scope of the target route was set.
(4) Major maintenance standards
We maintain based on standard to establish in "the regulations about standard of structure of road necessary for smoothness such as Yokohama-shi movement" and "town development regulations of Yokohama-shi welfare".
In order to achieve barrier-free priority and integrally, we plan the following routes to carry out the business.

- We perform instruction, removal to cancel illegal private use article to narrow effective width of road and to prevent illegally occupied bicycles which hinder traffic and call for use of bicycle parking lot.
