1.First of all,
In response to the enforcement of the Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons (Barrier-Free Law) in December 2006, Yokohama City has been promoting various barrier-free measures, including the development of basic concepts.
In response to this, Yokohama City formulated the “Futamatagawa Station Area Barrier-Free Basic Concept” in May 2012 as a base for living in Asahi Ward, where facilities used by an unspecified number of people, such as administrative facilities, cultural facilities, welfare facilities, and commercial facilities.
To realize this basic concept, Asahi Ward and Road and Highway Bureau have formulated a road-specific business plan that defines the details of the project and the planned implementation period. In the future, we will implement the project based on this plan.
2.The barrier-free law system
(1) What is the Barrier-Free Law?
In order to improve the convenience and safety of transportation and facility use for the elderly, disabled, pregnant women, and injured people, the following two major pillars will promote barrier-free use.
- Promotion of barrier-free public transportation, buildings, public facilities, etc.
When newly constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each business operator・ We require facility setting managers such as building owners to conform to the "barrier-free maintenance standards (mooth facilitation standards for movement)" established for each facility. In addition, efforts are imposed on existing facilities to conform to the standards.
- Promotion of barrier-free priority maintenance areas
Municipalities are based on the Barrier-Free Law, where facilities used by the elderly and the disabled gather in areas centered on passenger facilities such as railway stations based on the Barrier-Free Law. ), "Barrier-Free Basic Concept" can be created in order to promote barrier-free services such as public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc. can be created.
Priority maintenance district
Priority maintenance districts are districts with a total area of less than 400 hectares, where there are three or more living-related facilities, and a considerable number of elderly people, persons with disabilities, etc. who use the facilities. It is an area where transportation between facilities is expected to be carried out on foot, and it is recognized that it is necessary to promote focused and integrated barrier-free barrier-free. The boundaries of the priority maintenance area are clearly indicated by town boundaries, character boundaries, roads, rivers, railways, facilities such as railways, city planning roads, etc.

3.Routes for priority maintenance areas and barrier-free
In the Futamatagawa Station area barrier-free basic concept, "living-related facilities" and "life-related routes" are defined.
Living-related facilities

4.What is a road-specific business plan?
