7.Promotion of Road Specific Business Plan
In November 2000, the Law Concerning the Promotion of Smooth Movement Using Public Transportation for Elderly and Physically Disabled Persons (commonly known as the Traffic Barrier-Free Law) came into effect.
In response to this, Yokohama City is developing basic concepts in areas around major stations in central Tokyo and Fukutoshin. Therefore, in August 2006, we formulated the “Shin-Yokohama Station Area Traffic Barrier-Free Basic Concept” for the area around Shin-Yokohama Station, which is positioned as the “Shin-Yokohama City Center”.
To realize this basic concept, Road and Highway Bureau has formulated a Road Specific Business Plan, which defines the content of the project and the planned implementation period. In the future, we will implement road projects based on this plan.
The Traffic Barrier-Free Law aims to reduce the burden on the physical burden associated with transportation using public transportation such as the elderly and the physically handicapped, and to improve the convenience and safety of transportation. We promote barrier-free by two major pillars of "barrier-free" and "barrier-free priority maintenance district".
In order to promote one of the pillars, "barrier-free priority maintenance districts", each district consisting of citizens such as academics, elderly people, persons with disabilities, related businesses and administrative organizations. After repeated examinations in the subcommittee, the "Traffic Barrier-Free Basic Concept" was formulated.
Based on the "Road Specific Business Plan" formulated in line with this basic design, we will carry out the business by 2010.
"Specific routes" and "Semi-specific route" are defined in the "Yokohama Station Area Traffic Barrier-Free Basic Concept" formulated in August 2006.
The priority maintenance area is a district where major facilities such as public facilities and welfare facilities are located within a range of approximately 500m (walking area) centered on passenger facilities such as railway stations where there are considerable numbers of users. This is an area where barrier-free will be implemented in an integrated manner.
The priority maintenance area around Shin-Yokohama Station is the area centered on JR and Municipal Subway Shin-Yokohama Station. On the northwest side of the station, Nissan Stadium and welfare and medical facilities (Yokohama City Rehabilitation Center, Sports Center for the Disabled, Yokohama Rapport, Yokohama Rapport, Yokohama City General Health and Medical Center, Yokohama Rosai Hospital) On the northeast side of the station, Yokohama Arena, Yokohama Kohoku Region Joint Government building, Shinyokohama area activity platform are located, and the area including these is set as area of important maintenance district in area around Shin-Yokohama Station.
There are two types of barrier-free routes: specific routes and semi-specific routes.
- As a general rule, a specific route is a route that carries out maintenance along the standards based on the Traffic Barrier-Free Law by 2010 or at this stage, maintenance based on the Yokohama City Welfare Town Development Ordinance is maintained, It is a route that does not particularly hinder smooth movement of people with disabilities.
- A semi-specific route is a route that works on maintenance for barrier-free issues identified in the examination of the basic concept, etc., in the future, taking into account the opportunities for repair.
