In November 2000, the "Law Concerning the Promotion of Smooth Movement Using Public Transport for Elderly and Disabled Persons (commonly known as the Traffic Barrier-Free Law)" was enforced.
In response to this, Yokohama City is developing a basic concept in the area around major stations in the city center and Fukutoshin. Therefore, in August 2006, we formulated the “Basic Concept for Traffic Barrier-Free around Shin-Yokohama Station” targeting the area around Shin-Yokohama Station, which is positioned as the center of Shin-Yokohama.
To realize this basic concept, Road and Highway Bureau has formulated a Road-Specific Business Plan, which defines the details of the project and the expected period of implementation. In the future, we will implement road projects based on this plan.
The Traffic Barrier-Free Law is designed to reduce the burden on the body associated with traveling using public transportation such as the elderly and the physically handicapped, and to improve the convenience and safety of the movement. We promote barrier-free by two major pillars of "barrier-free" and "barrier-free of priority maintenance areas".
In order to promote the "barrier-free priority maintenance districts", which is one pillar, each district composed of citizens such as academics, the elderly, disabled people, related businesses and administrative organizations, etc. After repeated examinations by the subcommittee, the "Basic Concept for Traffic Barrier-Free" was formulated.
Based on the "Road Specific Business Plan" formulated in line with this basic design, we will implement the business by 2010.
In the "Basic Concept for Traffic Barrier-Free around Shin-Yokohama Station, Yokohama City" formulated in August 2006, "Specific Routes" and "Semi-Specific Routes" are defined.
The priority maintenance area is a district where major facilities such as public facilities and welfare facilities are located within a range of approximately 500m (walking area) centered on passenger facilities such as railway stations where a considerable number of users are located.・ It is an area where barrier-free is implemented integrally.
The priority maintenance area around Shin-Yokohama Station is the area centered on JR / Municipal Subway Shin-Yokohama Station. On the northwest side of the station, Nissan Stadium and welfare and medical facilities (Yokohama City Rehabilitation Center, Sports Center for Persons with Disabilities, Yokohama Rapport, Yokohama City General Health and Medical Center, Yokohama Rosai Hospital) are located, and on the northeast side of the station is Yokohama Arena, Yokohama Kohoku Regional Joint Government Building, Shinyokohama Local Activities Home, etc. are located.
There are two routes for barrier-free: a specific route and a semi-specific route.
- As a general rule, specific routes are routes that carry out maintenance along standards based on the Traffic Barrier-Free Law by 2010, or at this stage, maintenance based on the Yokohama City Welfare Town Development Ordinance is being carried out, It is a route that does not particularly hinder the smooth movement of people with disabilities.
- The quasi-specific route is a route that captures the opportunities for repair and works on maintenance for barrier-free in the future for issues confirmed in the examination of basic concepts.

In order to achieve barrier-free priority and integrally by 2010, we will implement maintenance for barrier-free by partial renovation, etc., taking into account regional characteristics and surrounding roadside conditions.
In addition, in order to carry out effective maintenance, we plan cooperation and consistency with other companies, and determine the maintenance level in consideration of the continuity of walking space.
(3) Main maintenance standards of road movement facilitation maintenance guidelines
We carry out maintenance based on "road movement facilitation maintenance guidelines" and "Yokohama road barrier-free maintenance guidelines (Yokohama-shi)".
The main maintenance standards are "the effective width of the sidewalk should be 2m or more", "the pavement material should be flat, non-slip, and well-drained (permeable pavement, etc.)", "the vertical slope of the sidewalk should be 5% or less", "the sidewalk crossing slope should be 1% or less", "the pedestrian crossing should be provided with a flat part at the connection of the pedestrian crossing".
We show plan as follows about route to carry out business to plan barrier-free mainly, integrally. In addition, in order to make the plan more effective, the plan may be reviewed through coordination with other businesses or budgets.
