1.Introduction
In December 2006, the "Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons" (commonly known as the new barrier-free law) was enforced. In response to this, Yokohama City is developing a basic concept around major stations and in areas where public facilities are concentrated.
In March 2008, we formulated the Basic Concept for Barrier-Free Area around Totsuka Station, which is located in the center of Totsuka Ward and is home to business, commerce, public facilities, welfare and medical facilities.
In order to realize this basic concept, Totsuka Ward and Road and Highway Bureau have formulated a Road-Specific Business Plan that specifies the details of the project and the expected period of implementation. In the future, we will implement the project based on this plan.
2.New Barrier-Free Law
(1) What is the New Barrier-Free Law?
The new barrier-free law is designed not only for the elderly and the physically handicapped, but also for all persons with disabilities, pregnant women, injured persons, etc., including intellectual, mental and developmental disabilities, as well as buildings and public transportation, as well as off-street parking lots and city parks. The purpose is to reduce the burden on the body involved in transportation and to improve the convenience and safety of transportation.
In addition, we will promote barrier-free through the following two major pillars.
- Promotion of barrier-free public transportation, buildings, and public facilities
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free standards (standards for facilitation such as movement)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards. - Promotion of barrier-free facilities in priority areas
Municipalities are responsible for public transportation, buildings, roads, off-street parking in areas centered on passenger facilities such as railway stations, and in areas where facilities used by the elderly and disabled are gathered (important maintenance areas). In order to promote barrier-free parking, city parks, traffic lights, etc. in a focused and integrated manner, we can create a "barrier-free basic concept".
(2) What is the Basic Concept of Barrier-Free?
The barrier-free basic concept focuses on barrier-free passenger facilities such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. in priority maintenance areas. In order to promote integrally, the area of the priority maintenance area, the route (life-related route) for barrier-free, and the contents of the business to be implemented for barrier-free.
In the area around Totsuka Station, a council consisting of academics, citizens such as the elderly and disabled, related businesses and administrative organizations to promote "barrier-free priority maintenance areas". After repeated examinations at the preparatory meeting, the basic barrier-free concept was formulated.
In addition, after basic design development, each company makes concrete business plan based on basic design and, for the purpose of 2010, will carry out barrier-free in important maintenance district.
3.Priority maintenance areas and routes for barrier-free
In the "Basic Concept for Barrier-Free around Totsuka Station" formulated in April 2008, "Life-related routes (A)" and "Life-related routes (B)" are defined.
Life-related routes (A)
- Of the lifestyle-related routes, routes that carry out maintenance in accordance with the standards for facilitating movement based on the law
- At present, maintenance based on maintenance standard of town development regulations of Yokohama-shi welfare is made, and route which does not particularly hinder smooth movement of elderly person, person with a disability.
Life-related routes (B)
- Among the life-related routes, taking into account the road function and role of the route, the conditions of urbanization and topography, etc., and actively apply it after fully recognizing the concept of the standard for facilitating movement based on the law. 4.What is the Road Specific Business Plan?
With "road specific business plan", road manager establishes the following matters along basic design in important point maintenance district established in basic design.
- "Road section" that implements road identification projects
- "Contents and scheduled implementation period" of road-specific projects to be implemented for each section
- Other "important matters to be considered" when implementing road-specific projects

5.Maintenance Policy
(1) Target year

In consideration of regional characteristics and surrounding roadside conditions, we will set a level of maintenance such as full or partial renovation. In addition, we plan cooperation and consistency with other companies to carry out effective maintenance and consider continuity of walking space.
(3) Main maintenance standards of the guidelines for smooth maintenance of road movement, etc.
We carry out maintenance based on "facilitation maintenance guidelines such as movement of road" and "town development regulations facility maintenance manual of Yokohama-shi welfare".

(3) Other Initiatives
Cooperation of citizens including the roadside is indispensable in order for the target route to be barrier-free to be effectively utilized by the "Road Specific Project".

- Regarding illegal occupied properties and illegal bicycle parking, etc. that narrow the effective width of roads that hinder movement, cooperation of roadside people and manners such as bicycle users are important, and guidance, removal, and promotion of bicycle parking lot use will be promoted in the future. 7.Promotion of Road Specific Business Plan
In order to create a walking space network where everyone can move safely and comfortably, each person should understand each other and cooperate with related parties such as traffic managers, railway operators, road occupants, roadside residents, etc. Is required.
