1.First of all,
In Yokohama City, following the enforcement of the Barrier-Free Law (Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons) in December 2006, everyone can engage in independent daily and social life. We are promoting barrier-free measures to improve the environment. In Izumi Ward, we have formulated a basic concept for barrier-free areas around Izumi-Chuo Station and Tateba Station in Yokohama City, Tateba Station and Tateba Station.
This time, for the realization of this basic concept, we have formulated the "Izumi-Chuo Station and Tateba Station, Yokohama City Area Road Specific Business Plan". In the future, we will implement the project based on this plan.
2.The barrier-free law system
(1) What is the Barrier-Free Law?
The Barrier-Free Law is designed to provide buildings and public transportation, as well as off-street parking lots and city parks for all people, including the elderly, the physically handicapped, intellectual, mental and developmental disabilities, pregnant women, and injured people. With the aim of reducing the burden on the body involved in moving and improving the convenience and safety of transportation, we will promote barrier-free through the following two measures.
- Barrier-free public transportation, buildings, public facilities, etc.
When constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, For facility installation managers such as building owners, it is mandatory to conform to the "barrier-free maintenance standards (standards for facilitating movement, etc.) established for each facility. In addition, efforts are imposed on existing facilities to conform to the standards.
- Integrated barrier-free priority maintenance areas
Municipalities are responsible for public transportation, buildings, roads, off-street parking lots in areas centered on passenger facilities such as railway stations, and in areas where facilities used by the elderly and disabled are gathered (priority maintenance districts). In order to promote barrier-free such as city parks, traffic lights, etc., we can create a "barrier-free basic concept" can be created.
(2) What is the Barrier-Free Basic Concept
In priority maintenance district, to promote barrier-free such as public transportation such as railway stations, public facilities such as roads and parks, public buildings used by the elderly and disabled in priority maintenance districts, routes (life-related routes) aiming for barrier-free, and contents of business (specific businesses) to be carried out for barrier-free.
After basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business for the purpose of business completion within five years from principle, basic design development.
3.Routes for priority maintenance areas and barrier-free
In the "Basic Concept for Barrier-Free Area around Izumi-Chuo Station and Tateba Station in Yokohama City", "Life-related facilities" and "Life-related Routes" are defined.
Living-related facilities
Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.

Life-related Routes
This is a route between living-related facilities, especially a route that requires a high need for barrier-free.
In addition, life-related routes are classified into the following two categories according to the target maintenance level.
Life-Related Routes (A)
- Among lifestyle-related routes, routes that implement maintenance in accordance with the standards for facilitating movement, etc. based on the barrier-free law, or routes that have already been developed in accordance with the standards.
Life-Related Routes (B)
- Due to local constraints such as topography and urbanization conditions, it is not possible to set a lifestyle-related route A, but in consideration of the road function and role of that route, movement based on the barrier-free law as much as possible. 4.What is a road-specific business plan?
With "road specific business plan", road manager establishes the following matter according to basic design in important point maintenance district established in basic design.
- "Road section" to carry out road identification business
- "Contents and planned implementation period" of road specific projects to be implemented for each section
- Other "important matters to be considered" when implementing road-specific projects
5.Maintenance Policy
(1) Target year
As a general rule, we carry out maintenance with the goal until 2017.
(2) Maintenance level setting
Set the level of maintenance such as renovation will be set in consideration of regional characteristics, current design, and surrounding roadside conditions. In addition, in order to carry out effective maintenance, we plan cooperation and coordination with other companies and consider the continuity of walking space.

(4) Main maintenance standards
We carry out maintenance based on standard to establish in "the regulations about standard of structure of road necessary for smoothness such as Yokohama-shi movement" and "town development regulations of Yokohama-shi welfare".

7.Promotion of Road Specific Business Plan
In order to promote "road specific business", we will show the following about the contents to work as a road manager.
- Utilizing websites, etc., we will provide information on the status of barrier-free business implementation and initiatives.
- We perform instruction, removal to cancel illegal private use article narrowing effective width of road and illegally parked bicycles that hinder traffic, and call for the use of bicycle parking lots.
In order to form a walking space network that allows all people to travel safely and comfortably, the cooperation of related parties such as traffic managers, railway operators, road occupants, and roadside residents is required. Thank you very much for your cooperation.
