Hazawa Yokohama National University Station Area Road Specific Business Plan <Developed in December 2023>

1.Introduction

 In Yokohama City, following the enforcement of the Barrier-Free Law (Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons) in December 2006, everyone can conduct independent daily and social life We are promoting barrier-free measures to create an environment where people can do it.
 In the area around Hazawa Yokohama National University Station, community-based workshops have been held continuously since 2008. During these activities, the opening of Hazawa Yokohama National University Station in November 2019 was followed by a study on barrier-free areas in the area. Based on the contents of this examination, a proposal based on the "Proposal System for Creation of Basic Designs" based on Article 27 of the Barrier-Free Law was submitted to Yokohama City. . In response to the proposal, City of Yokohama, Road and Highway Bureau created the Basic Concept for Barrier-Free Area around Hazawa Yokohama National University Station in May 2022.
 This time, for the realization of this new basic concept, we have formulated the "Hazawa Yokohama National University Station Area Road Specific Business Plan".
 In the future, we will implement the project based on this plan.

2.Framework of Barrier-Free Law

(1) What is the Barrier-Free Law?

In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.

Promotion of barrier-free public transportation, buildings, public facilities, etc.

When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards.

Promotion of barrier-free facilities in priority areas

Municipalities are based on the Barrier-Free Law, in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and the movement between facilities is usually performed on foot (important maintenance area), we will formulate the "Barrier-Free Basic Concept" in order to promote barrier-free public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc. with emphasis and integrally.

(2) What is the Basic Concept of Barrier-Free?

In priority maintenance districts, in order to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by elderly people with disabilities, etc. It defines the range of priority maintenance districts and the contents of projects (specific projects, etc.) that should be implemented for barrier-free facilities.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out business of barrier-free in important point maintenance district.
In Yokohama-shi, we carry out business in principle five years after basic design development.

3.Priority maintenance areas and routes for barrier-free

The basic concept for barrier-free areas around Hazawa Yokohama National University Station in Yokohama defines priority areas, lifestyle-related facilities and lifestyle-related routes in Kanagawa Ward and Hodogaya Ward.

What are life-related facilities?

Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.
Mainly, (1) the facility must be used by an unspecified number of people, including the elderly and the disabled. (2) The facility must meet the condition that it is within walking distance (approximately 500m to 1km) from Hazawa Yokohama National University Station until the facility is reached.

What is a life-related route?

This is the route between living-related facilities.

4.What is the Road Specific Business Plan?

With "road specific business plan", road manager establishes the following matters along basic design in important point maintenance district established in basic design.

  • "Road section" that implements road identification projects
  • "Contents and scheduled implementation period" of road-specific projects to be implemented for each section
  • Other "important matters to be considered" when implementing road-specific projects

5.Maintenance Policy

(1) Target year

As a general rule, maintenance will be carried out with the goal of FY2027.

(2) Setting the maintenance level

We will set maintenance levels such as renovation in consideration of regional characteristics, current design, and surrounding roadside conditions. In addition, in order to carry out effective maintenance, we plan cooperation and consistency with other companies and consider continuity of walking space.

(3) Business scope of the target route

In consideration of the network between living-related facilities, the business scope of the target route was set.

(4) Major maintenance standards

We carry out maintenance based on standard to establish in "the regulations about standard of structure of road necessary for smoothness such as Yokohama-shi movement" and "town development regulations of Yokohama-shi welfare".

6.Maintenance plan

In order to achieve barrier-free priority and integrally, we plan the following routes to carry out the business. In addition, we may carry out review of plan by adjustment and budget with other companies.

7.Promotion of Road Specific Business Plan

We show the following about contents to work on as road manager to promote "road specific business".

  • Utilizing websites, etc., we will provide information on the status of barrier-free business implementation and initiatives.
  • We perform instruction, removal to cancel illegal private use article to narrow effective width of road and to prevent illegally occupied bicycles which hinder traffic and call for use of bicycle parking lot.

In order to form a walking space network that allows everyone to move safely and comfortably, the cooperation of traffic managers, railway operators, road occupants, roadside residents, etc. is required. Thank you very much for your cooperation.
