Yokohama Kokudai Station, Yokohama City Area Road Specific Project Plan <Developed in December 2023>

1.First of all,

 In Yokohama City, following the enforcement of the Barrier-Free Law (Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons) in December 2006, everyone can engage in independent daily and social life. We are promoting barrier-free measures to improve the environment.
 In the area around Hazawa Yokohama Kokudai Station, community-based workshops have been held continuously since 2008. In these activities, the opening of Hazawa Yokohama National University Station in November 2019, discussions on barrier-free areas were conducted. Based on this examination contents, proposal by "proposal system such as making basic design" based on Article 27 of the Barrier-Free Law was submitted to Yokohama City. In response to the proposal, City of Yokohama, Road and Highway Bureau created the Hazawa Yokohama Kokudai Station Area Barrier-Free Basic Concept in May 2022.
 This time, for the realization of this new basic design, we have formulated the "Hazawa Yokohama Kokudai Station Area Road Specific Business Plan".
 In the future, we will implement the project based on this plan.

2.The barrier-free law system

(1) What is the Barrier-Free Law?

In order to improve the convenience and safety of transportation and facility use for the elderly, disabled, pregnant women, injured people, etc., the following two major pillars will promote barrier-free access.

Promotion of barrier-free public transportation, buildings, public facilities, etc.

When newly constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each business operator・ We require facility setting managers such as building owners to conform to the "barrier-free maintenance standards (mooth facilitation standards for movement)" established for each facility. In addition, efforts are required for these existing facilities to meet the standards.

Promotion of barrier-free priority maintenance areas

Based on the Barrier-Free Law, municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and the movement between facilities is usually performed on foot (priority maintenance district) ), We devise "barrier-free basic design" to promote barrier-free such as public transportation, buildings, road, off-street parking lots, city parks, traffic lights, etc. .

(2) What is the Barrier-Free Basic Concept

In priority maintenance district, to promote barrier-free such as public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by elderly people with disabilities in priority maintenance districts, We determine range of important maintenance district, contents of business (specific business) to carry out for barrier-free.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out business of barrier-free in important point maintenance district.
In Yokohama-shi, we carry out business with the goal of five years from principle, basic design development.

3.Routes for priority maintenance areas and barrier-free

The barrier-free basic concept of barrier-free areas around Yokohama Kokudai Station in Yokohama City Under the basic concept of barrier-free areas, the Kanagawa Ward and Hodogaya Ward.

What is a living-related facility?

Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.
Mainly, (1) facility must be used by an unspecified number of people, including the elderly and disabled. (2) The facility must meet the condition that it is within walking distance (approximately 500m to 1km) from Hazawa Yokohama Kokudai Station to the facility.

This is a route between life-related facilities.

4.What is a road-specific business plan?

With "road specific business plan", road manager establishes the following matter according to basic design in important point maintenance district established in basic design.

  • "Road section" to carry out road identification business
  • "Contents and planned implementation period" of road specific projects to be implemented for each section
  • Other "important matters to be considered" when implementing road-specific projects

5.Maintenance Policy

(1) Target year

As a general rule, maintenance will be carried out with the goal of 2027.

(2) Maintenance level setting

7.Promotion of Road Specific Business Plan

In order to promote "road specific business", we will show the following about the contents to work as a road manager.

  • Utilizing websites, etc., we will provide information on the status of barrier-free business implementation and initiatives.
  • We perform instruction, removal to cancel illegal private use article narrowing effective width of road and illegally parked bicycles that hinder traffic, and call for the use of bicycle parking lots.
