1.First of all,
In Yokohama City, following the enforcement of the Barrier-Free Law (Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons) in December 2006, everyone can engage in independent daily and social life. We are promoting barrier-free measures to improve the environment.
In March 2014, Isogo Ward created the "Basic Concept for Barrier-Free Area around Sugita Station and Shin-Sugita Station" to promote barrier-free access. About eight years have passed since the formulation of this basic concept, and in order to build a further barrier-free environment based on past achievements and achievements, we have created a new Isogo Ward Barrier-Free Basic Concept.
This time, for the realization of this new basic concept, we have formulated the "Negishi Station, Isogo Station, folding screenura Station, Sugita Station, Shin Sugita Station, and Shinsugida Station Area Road Specific Business Plan".
In the future, we will implement the project based on this plan.
2.The barrier-free law system
(1) What is the Barrier-Free Law?
In order to improve the convenience and safety of transportation and facility use for the elderly, disabled, pregnant women, injured people, etc., the following two major pillars will promote barrier-free access.
Promotion of barrier-free public transportation, buildings, public facilities, etc.
When newly constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each business operator・ We require facility setting managers such as building owners to conform to the "barrier-free maintenance standards (mooth facilitation standards for movement)" established for each facility. In addition, efforts are required for these existing facilities to meet the standards.
Promotion of barrier-free priority maintenance areas
Based on the Barrier-Free Law, municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and the movement between facilities is usually performed on foot (priority maintenance district) ), We devise "barrier-free basic design" to promote barrier-free such as public transportation, buildings, road, off-street parking lots, city parks, traffic lights, etc. .
(2) What is the Barrier-Free Basic Concept
In priority maintenance district, to promote barrier-free such as public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by elderly people with disabilities in priority maintenance districts, We determine range of important maintenance district, contents of business (specific business) to carry out for barrier-free.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out business of barrier-free in important point maintenance district.
In Yokohama-shi, we carry out business with the goal of five years from principle, basic design development.
3.Routes for priority maintenance areas and barrier-free
In the Isogo Ward Barrier-Free Basic Concept, in the areas around Negishi Station, Isogo Station, folding screenura Station, Sugita Station, and Shin-Sugita Station area, priority maintenance districts, living-related facilities, and life-related routes are defined.
What is a living-related facility?
Facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life.
Mainly, (1) facility must be used by an unspecified number of people, including the elderly and disabled. (2) The facility must be within walking distance (approximately 500m to 1km) from Negishi Station, Isogo Station, Fubuura Station, Sugita Station, and Shinsugida Station.
What is Life-Related Routes?
Among the routes connecting life-related facilities, this is a route that requires a particularly high need for barrier-free access, referring to the main traffic lines of pedestrians in the district and the current sidewalk conditions.
4.What is a road-specific business plan?
With "road specific business plan", road manager establishes the following matter according to basic design in important point maintenance district established in basic design.
- "Road section" to carry out road identification business
- "Contents and planned implementation period" of road specific projects to be implemented for each section
- Other "important matters to be considered" when implementing road-specific projects
