Notice of Revision of Law

Due to the revision of the Fire Service Law (Ministry of Internal Affairs and Communications Ordinance No. 93 of 2009), the emergency power supply of the guide light should be equal to or greater than the capacity that the guide light can operate for 60 minutes (hereinafter referred to as “60-minute guide light”) Fire protection objects or their parts have been expanded.
In addition, as of October 1, 1999, it was necessary to install a 60-minute guide light for fire prevention objects that had been exempt from the installation of a 60-minute guide light.

Eligible objects

Fire protection objects listed in the Fire Services Act Enforcement Ordinance (hereinafter referred to as “Ordinance”) Appendix 1 (1) to (16), one of the following:

  • Those with a total area of 50,000 square meters or more
  • The number of floors excluding the basement is 15 or more, and a total area of 30,000 square meters or more

Fire protection objects listed in Paragraph 1 (16-2) of the Ordinance Separate Table, with a total area of 1,000 square meters or more

Fire protection objects listed in Paragraphs 1 (10) or (16) of the Ordinance (For fire protection objects listed in Paragraph (16) of the same table, the use of fire protection objects listed in Paragraph 1 (10) of the same table) Limited to those that have a part to be provided.) Of the above, those with a platform on the basement, one of the following:

  • Stations where multiple lines are on board
  • Stations with three or more basements

Installation standards

About guide light to install in the next place, it is necessary to install guide light corresponding to 60 minutes.

  1. Entrance to the ground directly from indoors to the ground (if there is an attached room, the entrance to the attached room)
  2. Entrance to the direct stairs (if there is an attached room, the entrance of the attached room)
  3. Corridor and passages leading to 1 above on the evacuation floor
  4. Platforms (limited to those on the ground floor)
  5. Stairs, slopes and passages leading to 4 above
  6. Direct stairs

However, in the case of a passage guide light, if a luminous guidance sign is provided as follows or if a band-shaped sign that emits light, it is not necessary to install a 60-minute guide light (in this case) The emergency power supply may be greater than the capacity that the guide light can operate for 20 minutes.) 。

  • The luminous guidance sign shall be a high-brightness luminescent guidance sign.
  • It must be installed on the floor or in the immediate vicinity of it.
  • It must be provided at places and corners where the walking distance from each part of the corridor and passage to one luminous guidance sign is 7.5 m or less.
  • Do not provide advertising materials, bulletin boards, etc. around the luminous guidance signs that are confusing or luminous guidance signs that are confusing or luminous guidance signs.

Effective date of enforcement of revised laws and regulations

Effective from September 1, 2010.
In addition, on the enforcement date, existing fire prevention objects or their parts (including under construction) that do not conform to the standards must conform by August 31, 2012.

Others

If an emergency lighting device is installed in place of the stairway guide lights provided in 5 and 6 above “Installation Standards” will be replaced by the Ministry of Internal Affairs and Communications Ordinance No. 55 (*) of 2011. It has been decided that the power supply should be more than a capacity that can be operated for 60 minutes, so please make a planned renovation.
※Effective from December 1, 2012. In addition, on the enforcement date, existing fire prevention target or its part (including under construction) that does not conform to the standard must conform by November 30, 2014.
