Fire prevention management system for the entire building
Effective April 1, 2014
In buildings of a certain size where titles are divided for management, such as when multiple offices move in, the management right holders have jointly discussed matters necessary for fire prevention management for the entire building, In the matter of consultation, a general fire prevention manager was to be appointed to perform fire prevention management for the entire building. .
However, the conventional regulations did not clarify the role and authority of the general fire prevention manager, and there were situations where guidance to each business site was not always provided properly.
This time, a part of the Fire Service Law has been revised, and it is legally required that each management right holder of a building where the management right is divided consult and appoint a general fire prevention manager. Clarification of the division of roles in fire prevention management of the entire building will be made, such as by allowing fire prevention managers at each business site to give certain instructions on fire prevention management.
Buildings that require the appointment of a general fire prevention manager
※The item in the table refers to the use category shown in Appendix 1 of the Fire Services Act Enforcement Order.
Among buildings whose titles are divided for management, the table below is determined according to the capacity (number of employees, users, etc.), uses, and the number of floors. Each management right holder of a building corresponding to this must discuss and appoint a general fire prevention manager from a person with certain qualifications, and notify the fire department in charge.
The capacity is calculated for the entire building, not for each tenant.
※There is no change from the target for which conventional joint fire prevention management consultation items must be established.

Requirements for being qualified and qualified as a general fire protection manager
The general fire prevention manager must be appointed from "persons who have the authority and knowledge necessary to properly perform the duties necessary for fire prevention management for the entire building".

Responsibilities of the General Fire Protection Manager
The general fire prevention manager is obliged to create a fire plan pertaining to fire prevention management for the entire building and notify the fire chief.

Qualification of General Disaster Prevention Manager
Based on Article 36 of the Fire Services Act, large-scale, high-rise buildings, etc. that must perform disaster prevention management and whose titles are divided for management are appointed by consultation with the general disaster prevention manager from those who have the following qualifications Must have.

1.A person who has completed the course of the Class A fire prevention management course, or who has graduated from a disaster prevention-related department or course at a university or college of technology and has at least one year of practical experience in fire prevention management.
