About inspection and reporting obligations of fire-fighting equipment

 Persons concerned (owners, managers, occupants) of fire prevention objects (excluding the Fire Services Act Enforcement Order Schedule 1 (20)) that are required to install fire-fighting equipment, etc. according to Article 17, Paragraph 1 of the Fire Services Act. Regardless of the size of the building, the occupant is obliged to periodically inspect fire-fighting equipment and report the results.

  • Fire protection objects with a total area of 1,000 square meters or more
    (Excluding section 18 of the Fire Service Law Enforcement Order.)
  • The specific use (* 1) is on the floor other than the evacuation floor (* 2) (excluding the first and second floors), and there are 2 stairs that go directly to the evacuation floor or the ground from the floor other than the evacuation floor (if the stairs are installed outdoors or have an effective evacuation structure specified by an Ordinance of the Ministry of Internal Affairs and Communications, 1) or more is not provided.
  • Installed carbon dioxide fire extinguishing equipment with a whole emission system
    (From inspections carried out on or after April 1, 2023)
  • Firefighters
  • Qualified firefighting equipment inspection qualifications
  • Other than the above
  • Persons involved in fire prevention targets
  • Firefighters
  • Qualified firefighting equipment inspection qualifications

※1 Refers to the parts provided for the purposes listed in Paragraphs 1 (1) to (4) of the Fire Services Act Enforcement Order, paragraphs (5), (6) or (9) a.
※2 The evacuation floor refers to the floor with an entrance that leads directly to the ground.

The following items will be confirmed according to the standards specified separately in the notification according to the type of fire-fighting equipment.

  • Emergency power supply (limited to private power generation equipment) attached to fire-fighting equipment, etc. or
    Normal operation of the power fire pump
  • Appropriate placement of equipment such as fire-fighting equipment
    Whether or not there is damage or other items that can be identified mainly from the appearance
  • Matters that can be determined from the appearance or by simple operation regarding functions such as fire-fighting equipment
Comprehensive inspection Every year

By operating all or part of the fire-fighting equipment, etc., or using the fire-fighting equipment, etc.
Confirm the comprehensive functions of the fire-fighting equipment, etc. in accordance with the standards specified separately in the notification according to the type of fire-fighting equipment, etc.


Other (Notes, etc.)

  • Please carry out and report on all fire-fighting equipment installed in that building as a unit of fire prevention target building.
    (If there are multiple buildings on the premises, such as factories, reports can be made collectively for each building.)
  • When special firefighting equipment is installed, there is an obligation to perform inspections and reports based on the equipment installation and maintenance plan.
  • Please attach the inspection slip that describes the latest equipment inspection and comprehensive inspection.
