Objects that require a fire prevention object inspection report

1 Specific fire prevention targets (excluding 2)

  • Capacity of more than 300
  • With a capacity of 30 or more and less than 300 people, the specific use is located on a floor other than the evacuation floor (excluding the first and second floors), and the stairs from that floor (excluding stairs provided outdoors) .

2 Fire protection objects that have a part provided for "social welfare facilities where many people who have difficulty evacuating on their own"

  • Capacity of more than 300
  • With a capacity of 10 or more and less than 300 people, the specific use is located on a floor other than the evacuation floor (excluding the first and second floors), and the stairs from that floor (excluding stairs provided outdoors) .
  • Specific applications include theaters, amusement arcades, restaurants, department stores, hotels, hospitals, etc.
  • Specified fire prevention objects have parts that are used for specific purposes, and are fire protection objects used by an unspecified number of people.
  • The evacuation floor is the floor where the entrance is directly connected to the ground.

About fire prevention object inspection report system

Overview

Following the fire in a building in Kabuki-cho, Shinjuku-ku, where 44 people died, a part of the Fire Services Act was revised and the "Fire Protection Object Inspection Report System" was established (enforced on October 1, 2003) ).
Until now, only inspections of fire-fighting equipment installed in buildings was subject to reporting, but with this revision, the status of fire prevention management will be checked once a year by certain qualified persons. It was required to report to the fire chief. By checking the evacuation route management status and training implementation status, the danger of fire is eliminated and the safety of human life.

About fire prevention reference point verification

If the fire protection object for which the inspection report has been conducted conforms to the inspection standards, a "fire prevention reference point verification" can be attached.
However, due to a partial revision of the Fire Services Act (enforced on June 1, 2009), fire prevention objects that are subject to both fire prevention object inspection and disaster prevention management inspection standards will be used for fire prevention object inspection and disaster prevention management inspection standards You can attach a "Fire and Disaster Prevention Standards Inspection Certificate" only when it conforms to both. It is not possible to attach only the "Fire Prevention Standard Inspection Certificate" or only the "Disaster Prevention Standard Inspection Certificate"

About special authorization

Owners of fire protection objects that have adhered to the Fire Services Act for more than three years since the start of management must apply to the fire department and receive special certification, and submit an inspection report for the next three years. Obligation is exempt.
In addition, you can attach a "fire prevention excellence certificate".
However, due to a partial revision of the Fire Services Act (enforced on June 1, 2009), fire prevention objects that are subject to both fire prevention object inspection and disaster prevention management inspections, You can attach a "Fire and Disaster Prevention Excellent Certificate" only if you have received special certification. Only the "Fire Excellence Certificate" and only the "Disaster Prevention Excellent Certificate" cannot be attached.

About inspection contents

The fire department inspects whether the following requirements are met (the following requirements are part of them).

  1. 3 years or more have passed since the start of management.
  2. In the past three years, the inspection report based on the fire prevention object inspection result report.
  3. Within the past three years, there must be no nonconformity in the inspection standard based on the fire prevention object inspection result report.
  4. Have not received an order for violating the Fire Service Law within the past three years.
  5. Appointment of a fire prevention manager and a notification of the creation of a fire plan have been made.
  6. Conduct fire drills and evacuation drill at least twice a year and notify the fire department in advance.
  7. Inspection reports for fire-fighting equipment, etc.
