The so-called "garbage mansion regulations" of Motoichi was enforced on December 1, 2016, and more than three years have passed.
In Yokohama City, more than 100 garbage mansions have already been eliminated from the enforcement of the ordinance until the end of last fiscal year, based on the welfare "support" close to the person. However, on the other hand, it is also true that there are cases where it is difficult to resolve.
In this survey seasonal report No. 185, we will consider the approach to this "garbage mansion".
The ordinance stipulates "measures" such as recommendations, orders, and substitute execution are stipulated in addition to welfare "support". How do you think about the balance between "support" and "measures"? As the connection between residents is said to be diluted, what kind of relationship can the isolated person in the area and the local residents? There are various issues and perspectives, such as how to deal with "system gaps" that do not correspond to public services such as The Long-term Care Insurance.
First, we introduced three actual cases after round-table discussions by the Director-General of the Director General and others who are working together, and the basic ideas and initiatives of the ordinance. In addition, we will consider the problem of "garbage mansion" from a legal perspective, mental health welfare perspective, and a local standpoint. Finally, in a roundtable discussion by experts, "Thinking about support for people with garbage problems-What is the support to fill the gap between the system?"
