Types of public pension, etc. Basic retirement pension (2)

Last Updated March 16, 2023

Special exceptions for eligibility for basic age pension

For those of a certain age or older, there is a transitional measure that satisfies the basic age pension qualification period of 25 years or more under the conventional employee pension system (Employee Pension Plan (Kosei Nenkin), mutual aid pension), but in the following cases, the period of qualification for receiving the basic age pension is shortened according to the date of birth.

1.Exceptions for those born before April 1, 1951
For those born before April 1, 1951, men are 40 years old and women are 35 years old or older and Employee Pension Plan (Kosei Nenkin) are 35 years old or older (excluding the period during which they joined the mutual aid association) are eligible for the basic retirement pension.

Eligibility
Date of birthQualification period
April 1, 194715 years (December 180)
From April 2, 2010 to April 1, 201016 (December 192)
From April 2, 2011 to April 1, 20122017 (April 204)
From April 2, 2012 to April 1, 201318 (December 216)
From April 2, 2015 to April 1, 20142019 (April 228)

※1.This is a special case for middle-aged and elderly people. In this case, Employee Pension Plan (Kosei Nenkin) has been enrolled for 20 years.

Under the former Employees' Pension Insurance Act, an old-age pension is paid for insured persons after the age of 40 (35 for women) for more than 15 years.
However, as shown in the table above, the qualification period is gradually extended from those born on or after April 2, 1947, and it is 20 years from those born on or after April 2, 1951. It will be treated the same as the general insured.

2.Exceptions for those born before April 1, 1956
If you were born before April 1, 1956, you will be eligible for the basic retirement pension if you have been enrolled in the Employee Pension Plan (Kosei Nenkin) or Mutual Aid Association for more than a certain period depending on your date of birth.

Eligibility
Date of birthQualification period
April 1, 195220 years (240 months)
From April 2, 2015 to April 1, 201621 (December 252)
From April 2, 2016 to April 1, 201722 (April 264)
April 2, 2017 - April 1, 201723 (April 276)
From April 2, 1998 to April 1, 199824 (April 288)

This represents the basic qualification period for old-age benefits under the Employee Pension Plan (Kosei Nenkin) Mutual Aid Association system.
This special period will be gradually extended from those under the age of 34 on the enforcement date, and from those under the age of 30, the basic qualification period will be 25 years, but when the new system is implemented, a new pension system will be newly added. Even so, it is a transitional measure that is designed to satisfy the qualification period.

Public pension is added up.

You may not be able to receive an old-age pension for a single period due to changes in your occupation and the short term of joining Employee Pension Plan (Kosei Nenkin) or National Pension Plan (Kokumin Nenkin).
Therefore, the old-age pension can be received if the sum of each subscription period and the premium paid period is added, and the eligibility period (in principle, 10 years or more) is satisfied.
