A person who intends to submit a proposal shall meet all of the following conditions:

1. Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964, Yokohama City Regulations No. 59) and being a person who has the qualifications stipulated by the provisions of Paragraph 2 of the same Article.
2. In the Reiwa 5/6 Yokohama City General Competitive Bidding Qualified Person List (Related to Goods / Consignment, etc.), the business type "320: Various survey plans" is registered in the first place, and detailed A "Consultant (excluding construction consulting, etc.)", and in Reiwa 5 / 6 Yokohama City General Competitive Bidding Qualified Person List of Construction Business Type "905:
3. Being a person who has not received a nomination suspension measure based on the Yokohama City Nomination Suspension Measures Summary on any day between the submission deadline of the "Application Form" to the date of the contract candidate's identification.
4. Have a track record of basic plan or basic concept development support work for similar or similar social education facilities.
5. Have a track record of examining public-private partnership business methods for similar or similar social education facilities.

O. The operational structure described in the proposal cannot be changed except in extremely special cases, such as illness, death or Retirement.
C. Changes to the proposal are not allowed.
