（１） Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964, Yokohama City Regulations No. 59) and being a person who has the qualifications stipulated by the provisions of Paragraph 2 of the same Article.
（２） Being a person who has been registered in the event "computer business" in the Reiwa 5/6 Yokohama City General Competitive Bidding Participant List (Related to Goods / Consignment). Provided, however, that this shall not apply if the above event is being applied for the above event at the time of submitting the bid participation application form and registration is completed by the date to identify the contract candidate.
（３） Being a person who has not received a nomination suspension measure based on the measures outline such as Yokohama City Nomination Suspension on any day between February 2, 2024 and the date of opening the bill.
（４） Have a track record of designing and building systems used by government agencies.
（５） Have a track record of designing and constructing information systems with 50 or more terminals and 5 or more connection locations.
