What is the “Yokohama Disaster Prevention Power Improvement Condominium Certification System”?

Yokohama City certifies condominiums that are implementing disaster prevention measures as "Yokohama Disaster Prevention Power Improvement Condominiums" in order to plan the formation of condominiums that are resistant to disasters and the improvement of disaster prevention capabilities including surrounding areas.

System structure

You can obtain certification for both hardware and software measures.

Among condominiums that are implementing disaster prevention measures, condominiums that implement software measures such as disaster prevention activities are certified as "soft certification", and condominiums that are implementing measures for the entire building are certified as "hard certification". Condominiums that are linked with the community will be further certified as "soft + (plus) certification" and "hard + (plus) certification", respectively.

Regardless of new construction / existing, sale / rental, all condominiums (condominiums) are subject to certification.

Condominiums that have been certified will be issued a certificate that can be posted at the entrance. In addition, we will announce the certification details on this website.

If you would like to consult in advance, please contact the Housing and Architecture Bureau Housing Policy Division (045-671-4121) by telephone.

3Prior consultationBased on the prior consultation slip with the staff in charge, we will discuss the disaster prevention measures currently being worked on in the apartment, the certification criteria that are the requirements for the type of certification desired, the documents required for certification, the schedule up to certification, etc. At this time, I will also explain the details of the certification system.
4Preparation of application documentsPlease prepare the necessary documents for the application based on the prior consultation.
5Submission and adjustment of application documents

Please submit the plan certification application form (first style) with required documents (Appended Tables 1 and 2). We examine documents which had you submit in city and request correction of documents, additional documents as needed.
※When applying for confirmation or permission based on the Building Standards Law, before the date of application.
In other cases, please apply before the start date of construction.

After the construction is completed, please attach required documents (Appended Tables 1 and 2) to this certification application form (No. 5) and apply.
For the flow up to this certification, please refer to "If you want to receive this certification in an existing apartment, etc."

Dispatch of condominium disaster prevention advisors

We dispatch expert groups (condominium disaster prevention adviser) with knowledge and experience about disaster prevention measures of apartment to apartment aiming at authorization from city. After hearing the status of disaster prevention measures, we will provide guidance and advice on disaster prevention activities in which condominium residents take the initiative, such as examining disaster prevention manuals.

Overview

  • Dispatch condominium disaster prevention advisors registered in the city to Residential Association, etc.
  • All expenses required for dispatch are borne by the city
  • In principle, upper limit is 5 times / year (3 hours per time), a total of 2 years.

Subject to dispatch

 The following organizations that are going to be certified by the Yokohama Disaster Prevention Power Improvement Condominium Certification System

  • Residential Association, etc. of condominiums in Yokohama City
  • An organization composed of five or more residents belonging to different households, working for the purpose of forming a disaster prevention organization in condominiums in Yokohama City

4Advance coordination with advisors

Based on the results of the prior consultation, the city will check if it can be dispatched to the desired apartment disaster prevention advisor.

5Dispatch application and decision

Please fill out the application form (Form 1) with required items and apply.
As soon as the dispatch is decided, we will send you a letter of dispatch decision.

Implementation

Condominium disaster prevention advisors will be dispatched, so please receive guidance and advice.

If you are considering disaster prevention measures for an apartment for the first time, we will first grasp the status of the apartment and provide specific guidance and advice from the second time onward.

7Confirmation of dispatch

After the dispatch is carried out, the condominium disaster prevention advisor confirms the dispatch implementation report.
Please confirm the contents and sign it.

8Second and subsequent dispatch

If you receive a dispatch within the number of times you fill out the dispatch application form within the fiscal year, please coordinate the dispatch date directly with the condominium disaster prevention advisor and receive guidance and advice.
In addition, if you wish to continue dispatching in the next fiscal year, you will need to apply for a dispatch again, so please contact the Yokohama Disaster Prevention Power Improvement Condominium Certification System Section.

Floor area ratio relaxation (Urban environmental design system, Building Standard Act Article 52, Paragraph 14, Item 1 Comprehensive Consent Standard)

Overview

There is a permission system to reduce the floor area ratio when establishing facilities that contribute to improving local disaster prevention capabilities in buildings that have been certified as hardware + (plus) under this system. Guidance for flood control

 In recent years, heavy rain disasters have become more severe and frequent, and the possibility of flooding in our homes is increasing.However, for condominiums with a robust structure, measures to prevent flooding are implemented. By doing so, it is possible that you can continue living in the apartment without relying on evacuation centers.
 Therefore, as part of the Yokohama Disaster Prevention Improvement Condominium Certification System, we have created a “Inundation Countermeasures Guide” that summarizes procedures and specific methods for considering inundation countermeasures for condominiums. Make use of it when considering countermeasures against flooding.
