History and Purpose of Establishment of the System
The Great Hanshin-Awaji Earthquake also caused severe damage to condominiums (especially those in the form of pyrotei), and the lack of subsequent rebuilding and renovation has become a major problem.
Condominiums occupy a large position as a form of living in Yokohama City, but those constructed according to the standards before the new seismic design due to the revision of the Building Standards Law in 1981 may not have sufficient earthquake resistance. It is considered. Therefore, we believe that it is important to promote seismic diagnosis of condominiums in order to promote disaster-resistant town planning, and we have been conducting surveys and examinations so far.
Then, a preliminary diagnosis (simple diagnosis) was established in September 1998, and a subsidy system for this diagnosis (precision diagnosis) was established in April 1999.
As shown in the Piloti format diagram, a building consisting of only pillars and has floors without walls is called the Piloti format. In many cases, this part is used as a parking lot or bicycle parking lots.
Target building (all of the following conditions shall be satisfied.)
Building
Condominiums to which the section ownership law applies and fall under any of the following (changed from April 1, 2014)
- Condominiums where the division owner lives more than half of the number of dwelling units
- Condominiums with a floor area of 3 or more, excluding the basement, and a total area of 1,000 m2 or more
※ Not applicable if more than half of the total area is used for purposes other than apartment houses such as stores.
※ In the case of this diagnosis, the portion owned by the national government, local governments, local housing supply corporations, independent administrative agencies, etc. is excluded.
Date of construction
Construction started with construction confirmation prior to the end of May 1981

[Condominiums that require seismic diagnosis]
On November 25, 2013, the Law Concerning the Promotion of Seismic Retrofitting of Buildings (hereinafter referred to as the "Seismic Retrofitting Promotion Law") was revised, and seismic diagnosis of some buildings was required.
→ If the condominium is deemed to be subject to mandatory requirements, go to the Residential Association condominium where seismic diagnosis is required.
- Emergency safety confirmation Large-scale buildings
(Completion of earthquake-resistant diagnosis by December 31, 2015 and report the earthquake-resistant diagnosis results to the mayor)
Condominiums with facilities used by a large number of people as listed in Article 3, Paragraph 1 of the Supplementary Provisions of the Seismic Retrofit Promotion Act, and large-scale condominiums that meet all of the following requirements.
■ Condominiums with facilities listed in the "Target Use" column of the table "Applications subject to seismic diagnosis mandatory use and scale requirements (Emergency safety confirmation large-scale buildings required)" (PDF: 68KB)

Condominiums along the road designated by the city as roads that should be secured in the event of an earthquake disaster, listed in Article 7, Paragraph 1, Item 3 of the Seismic Retrofit Promotion Act, refer to those with a certain height or more, and all of the following Condominiums that meet the requirements.

※ In order to confirm whether a condominium falls under 1 or 2 above, it is necessary to submit a “Confirmation Form for Buildings subject to Seismic Diagnosis under the Seismic Retrofit Promotion Act” (Excel: 24KB) and a “Preliminary Consultation Form” (word: 35KB) to the City of Yokohama, Housing and Architecture Bureau Planning Department Building and Disaster Prevention Section for prior consultation.

Diagnosis details | Condominium Residential Association conducts “precision diagnosis (*5)” commissioned by the architect office (*4) and receives an evaluation of the validity of the results of the seismic diagnosis by the seismic assessment organization (*6). How to apply for a subsidy for this diagnosis
To apply for this subsidy, please submit the following required documents (one copy each) to the Building Disaster Prevention Section of the City of Yokohama, Housing and Architecture Bureau Planning Department. Please prepare a copy of your license, insurance card, etc. as identification of the applicant is required. (It will be destroyed after confirming the contents.)
