Housing registration system for the elderly with services

The Law Concerning the Stabilization of Elderly People's Residence (Elderly Housing Act) has been revised, and barrier-free housing that provides services to support the elderly in cooperation with nursing care and medical care has been referred to as “Housing for the Elderly with Service”. The system to register as "" started on October 20, 2011.

Residents

Persons over 60 years old or those who have been certified as requiring nursing care or support and their cohabitants

[Requirements for cohabitants]
  • Spouse
  • Relatives over 60 years old
  • Relatives who have been certified as requiring nursing care and support
Area
  • The floor area per unit is 25 m2 or more in principle.
  • However, if there is a shared facility with a sufficient area for the elderly to use jointly, such as a living room, dining room, kitchen, etc., it can be 18 m2 or more.
Equipment
  • In principle, kitchens, flush toilets, storage facilities, washroom facilities and bathrooms in each house
  • However, if appropriate kitchens, storage facilities, and bathrooms are provided for shared use in common areas, it may be possible if each house has a flush toilet and washbasin facilities.
Aging structure
  • [floor] No steps
  • [With of corridor] 78cm or more (75cm for the part where the pillar exists)
  • [With of entrance] 75cm or more (room), 60cm or more (bathroom)
  • [Bathroom] Short side 120cm, area 1.8m2 or more (in the case of a single-family house, short side 130cm, area 2m2 or more)
  • [Main common stairs] T ≥ 24cm, 55cm ≤ T + 2R ≤ 65cm (T: Dimensions on the tread, R: Dimensions on the tread)
  • [handrail] Installed in toilets, bathrooms, and stairs in dwelling units
  • [Elevator] In buildings on the third floor or higher, elevators will be installed to stop on the floor where the entrance is located.
Service

[Required Service] Situation grasp service, life consultation service

  • Except at night, any of the following persons will be stationed on a residential site or a building on an adjacent site to provide the above services.
  1. When a company such as a medical corporation, a social welfare corporation, or a home service establishment designated by the Nursing Care Insurance Law registers (or when entrusted) → Persons engaged in such services
  2. Other than the above → Doctors, nurses, care workers, social workers, care manager or helper class 2 or higher qualified persons
  • For non-resident hours, the above services are provided by the reporting device installed in each residential area.
Contract details
  • What is written
  • The living part is clearly indicated
  • A contract that does not receive money other than security deposit, rent or service provision
  • Do not change the living part or cancel the contract without the consent of the resident
  • Do not receive advance payment prior to completion of construction

[If you receive a prepayment of rent, etc.]

  • The basis for calculating the prepayment and the method for calculating the amount of refund obligation are clearly specified.
  • If the contract is terminated due to cancellation of the contract or death of the resident within 3 months after moving in, the prepayment excluding the prorated rent until the date of cancellation of the contract, etc. shall be refunded.
  • Necessary conservation measures have been taken for prepayments such as rent

In principle, we will send a “Response to Opinion Hearing” to the applicant within 14 days of submission.
