Housing registration system for elderly people with services

The Law Concerning the Stability of Elderly Living (Elderly People's Housing Act) has been revised, and barrier-free housing that provides services to support the elderly in cooperation with nursing care and medical care has been called “Housing for the elderly with services. System to register as a “Housing” started on October 20, 2011.

After confirming the location conditions etc. by prior consultation, please prepare the following documents and submit it by mail or the next agency.
Within 14 days of submission in principle, we will send a “Response Form for Opinion Hearing” to the applicant.

Residents

Persons aged 60 or older or those who have been certified as requiring nursing care or support, and their cohabitants

  • Spouse
  • Relatives over 60 years
  • Relatives who have been certified as requiring nursing care or support
Area
  • In principle, the floor area per house is 25 m2 or more
  • However, if there are common facilities that have sufficient area for the elderly to use jointly, such as living rooms, cafeterias, kitchens, etc., they can be 18 m2 or more.
Equipment
  • In principle, kitchens, flush toilets, storage facilities, washrooms, and bathrooms
  • However, if appropriate kitchens, storage facilities, and bathrooms are provided for shared use in common areas, it may be possible if each house is equipped with a flush toilet and washroom facilities.
Age-Response structure
  • [Floor] No steps
  • Corridor width: 78cm or more (the part where the pillar is located is 75cm) or more
  • [Wide of entrance] 75cm or more (living room), 60cm or more (bathroom)
  • [Bathroom] Short side 120cm, area 1.8m2 or more (in the case of single-family house, 130cm short side, area 2m2 or more)
  • [Main common staircase] T ≥24cm, 55cm ≤ T+2R ≤ 65cm (T: T: Dimensions of Treading, R: Keage dimensions)
  • [Handrail] Installed in toilets, bathrooms, and stairs in dwelling units
  • [Elevator] Elevators will be installed on the floor where the building entrance is located on the third floor or higher.
Service

[Required Service] Condition monitoring service, life consultation service

  • Either of the following persons will be stationed on the premises of the residential premises or adjacent buildings, except at night.
  1. When a company such as a medical corporation, a social welfare corporation, or a home service establishment designated by the Nursing Care Insurance Law registers (or when entrusted) → A person engaged in the service
  2. Other than the above → Doctors, nurses, care workers, social workers, care manager or Helper Level 2 or higher
  • During non-resident hours, the above service is provided by the reporting device installed in each living area.
Contract details
  • Written in writing
  • The living part is clearly indicated
  • Contracts that do not receive money other than security deposit, rent, and consideration for the provision of services
  • Do not change the living part or cancel the contract without the consent of the resident
  • Do not receive advance payment before construction is completed

[When receiving advance payments such as rents]

  • The basis for calculating the prepayment and the method for calculating the amount of repayment obligation shall be clearly specified.
  • If the contract is terminated due to cancellation of the contract within 3 months after moving in or resident death, refund the advance payment excluding the daily rent until the date of contract cancellation, etc.
  • The necessary conservation measures have been taken for prepayments such as rent
