[End] Sounding-type market research for renewal of Odori Park (1st to 3rd wards)

Based on the Odori Park (1st to 3rd ward) Park Management Plan (established in November 2022) and the town planning plan for the surrounding area, we conducted a sounding-type market survey (dialogue) to implement a renewal project based on the Park-PFI method. The final terms of open recruitment will be decided after consideration, including this dialogue.

Concept of main open recruitment conditions (draft) (Be sure to check the detailed conditions in the implementation guidelines when creating a business plan document)

Installation and operation of profitable facilities such as restaurants and shops

[Required]
Please install one or more restaurants as park facilities targeted for open call for participants, and manage and operate. Contents, specifications, etc. are based on business proposals. Please make a suggestion to the second ward.

Maintenance and management of stagnant spaces (garden roads, plazas, etc.)

[Required]
Please maintain the area around the park facilities subject to open call for participants as a specific park facility in a space where you can relax and relax and create bustle. Please manage the area that has been maintained free and managed on a daily basis. Maintenance contents and range of maintenance are based on business proposals.

・When we maintain 1 ward, we expect creation of scenery by flower and green as entrance from station.
・When we maintain 2 wards, we expect maintenance of facilities that make use of green open space, repair of existing restroom and daily management.
・When we maintain 3 wards (currently open space of water), we expect renewal of flower and planting of submerged flower bed.

Maintenance that contributes to improving migration to the surrounding area

Please install a convenient facility that contributes to improving the ease of migration to the surrounding area.

Events

[Required]
Please hold an event (including merchandise sales events such as Marche) in the garden you manage.
[Optional]
We hope that events will be held in cooperation with local communities and educational institutions.

②Implement public interest initiatives for Odori Park users (contribute to solving problems).
③Please implement measures that contribute to the revitalization of the surrounding area of Odori Park.

①Please implement initiatives that contribute to the promotion of Yokohama's environmental measures (decarbonization, green infrastructure, SDGs, etc.).
②Use digital technology to implement initiatives that contribute to improving user services, maintenance, and improving the efficiency of management and operation.

Creation of business plan documents and utilization zoning diagrams

①How to create

・After planning a business based on the open recruitment conditions (draft), please create a business plan document (there is a style below) and a utilization zoning diagram (the floor plan (white figure) is the base drawing).

・If it is difficult to meet the conditions set forth in the open recruitment conditions (draft), it can be replaced with a feasible project.

・In utilization zoning figure, please specify setting position of each facility, area of park facility targeted for open call for participants and management area.

・As for the business plan book and utilization zoning figure, please confirm caution point drawing (listed below) in park maintenance, and make feasible thing that complies with various laws and ordinances.
