The open call for participants type act permission system is a system that aims to be able to hold events utilizing ideas from private businesses while ensuring public interest. As a trial aimed at establishing the system, we decided to temporarily use the Yamashita Park Rest House, where the previous stalls have been closed, and we will work on open recruitment of businesses to hold events. In this trial implementation, in order to examine the open call for participants type act permission system, while having the event be held while partially relaxing the standards of conventional act permission, the impact on securing public interest and park utilization Verified.

Results

Two of the five proposals for action permission candidates were implemented after the decision of the holding month and the act permission procedure.

Date: July and September (basically conducted daily during the period)
Details of implementation: July: Disseminate Turkish food, culture and art, September: Music and Dance Experience Event Cafe
Efforts to Ensure Public Interests: Free rest space, cleaning the surrounding area, etc.

Verification

Although it was held solely by a private business operator, the operation was carried out smoothly, the bustle could be created, and overall good results were obtained.
Business operators commented that one month is short considering the initial investment in the implementation period.

Determination of Candidates for Action (December 28, 2020)

There were five application proposals, and as a result of the examination, the proposals made by the following applicants were determined as candidates for action permission.
In the future, after deciding the implementation month and necessary procedures, we plan to implement them sequentially.

Events to be recruited

The content of the event shall contribute to the creation of the charm and liveliness of the park.
The content of the event can include the sale of goods, but based on the function of the previous rest house, the products to be sold shall be goods (including food and drink) required by park users.
Along with the implementation of the event, we will ask for the preparation of a free break space, improve the aesthetics of the park, and disseminate the appeal.

Implementation period

Conducted on a monthly basis from February, March, and June to September 2021 (total of 6 slots)
※In April and May 2021, it will be used at Garden Necklace Yokohama 2021.
※The implementation month will be determined by lottery, so it is not always possible to do it in the desired month.
※During the period, please do so every day in principle. (Including the preparation and withdrawal period is included in one month.)

3,900 yen per day
