The open call for participants type act permission system is a system that aims to create the charm and bustle of the park by utilizing ideas of private businesses while securing public interest. In Satoyama Garden in the village forest garden in the city, trial recruitment of food and beverage sales companies using kitchen cars for the purpose of increasing the appeal of the park by selling food and beverages outside the period of Satoyama Garden Festa held in spring and autumn. I decided to work on it. In this trial implementation, in order to fully apply the open call for participants type act permission system, we verified the securing of public interest while having the sale of food and drink by kitchen car while partially relaxing the conventional criteria for permission of act. did.

Results
Seven of the eight proposals that were candidates for action permission have been passed through the action permission procedure.
Phase 1: From July 16 to September 4 (51 days) and 2nd term: From November 1st~
The program was held on November 30 (30 days).
- Number of days (dates when the store was opened): 30 days out of total 81 days
- Maximum number of stores opened per day: 4 stores
- Maximum number of days of store openings per company: Phase 1: 7th, Phase 2: 4th
- Efforts to Ensure Public Interests: ①Utilization of agricultural and livestock products produced in Yokohama City, 2 decomposing containers, 3 decarbonization of power supplies, (4) preparation of free rest areas, etc.
Verification and full-scale implementation from FY2023
After the trial was completed, verification was conducted based on interviews with businesses. In summary, the operation of the day was carried out smoothly by the private business operator, the reputation of users was good, and overall good results were obtained as a whole as contributing to increasing the appeal of Satoyama Garden and promoting local production for local consumption. . Therefore, based on the trial results for two years, full-scale implementation will be implemented from 2023.

There were eight application proposals, and as a result of the examination, the proposals made by the following applicants were determined as candidates for permission to act.

※The number of days implemented by each company is limited to 30 days for both the first and second periods.

Major Conditions for Project Implementation
①Food and beverages (all or part) to be sold shall utilize agricultural and livestock products produced in Yokohama City. In addition, work on utilization PR of agricultural and livestock products produced in Yokohama City.
②As an initiative for the SDGs, take measures to eliminate plastic when selling food and drink.
③As part of decarbonization efforts, try to prepare power sources for storage batteries, electric vehicles (EVs), fuel cell vehicles (FCVs), etc. as much as possible. In addition, when Motoichi prepares environment where power can be powered, use designated power supply. In that case, cooperate with the distribution and posting of decarbonization brochures, etc.
④Set up and remove free rest areas (parasols and benches), and open and close the parasol according to the weather (strong wind, etc.).
⑤To cooperate with the dissemination of ZOORASIA, Forest Adventure Yokohama, Garden Necklace Yokohama, the International Horticultural Exposition, etc.
⑥Collect garbage such as empty containers for sale, return the garbage to the dealer and inform the purchaser of returning the garbage to the dealer and inform them of home. In addition, clean the area around the kitchen car and free rest space.

Verification and Future Initiatives
Verifications were conducted based on the results of implementation and interviews with companies.
As a result of the verification, the operation of the day was carried out smoothly by the private business operator, and there was no particular problem.
In a relaxed atmosphere, businesses heard that they were able to communicate with users and share their efforts with peers in a relaxed atmosphere, and they expressed their intention to implement it again next year. In addition, the user's reputation was good, and overall results were obtained as a whole contributing to enhancing the appeal of Satoyama Garden and promoting local production for local consumption.
About approach to securing public interest, we were able to achieve almost all, and many companies agreed with the approach. In particular, regarding the promotion of local production for local consumption, there was a proposal that users should be more informed. On the other hand, awareness of surrounding facilities and enlightenment of decarbonization, including the preparation system on the city side, was room for improvement.
As a future initiative, in order to accumulate results, we will revise some of the conditions for open call for participants based on verification and conduct a second trial.
