The open call for participants type act permission system is a system that allows private businesses to host themselves in parks and conduct events utilizing their ideas, provided that they ensure public interest. We aim to expand parks and businesses to apply the system. Odori Park formulated a park management plan in November 2022, and plans to promote commercialization while sharing specific issues through social experiments through events and other events. Therefore, in order to realize the policies and measures listed in the plan, we will work on a trial basis for public recruitment of food and beverage sales companies using kitchen cars on a trial basis. In this trial, we will verify the security of public interest while having you sell food and drink using a kitchen car while partially relaxing the standard of permission to act.

Results and verification of trial implementation (March 2024)
Results
Of the 23 cases (businesses) that were candidates for action permission, 22 (businesses) were sold through the act permission procedure.
- Number of days (dates when the store was opened): 125 days out of 181 (1st to 3rd term)
- Maximum number of stores opened per day: 6 Business operators
- Maximum number of days of store openings per company: 51st
- Public Interest Initiatives: ①De-plasticization in food and beverage sales, (2) setting up and removing free rest areas, and (3) initiatives to contribute to solving park issues
Verification
After the trial was completed, verification was conducted based on interviews with businesses. In summary, efforts to ensure public interest, along with the sale of food and drink by kitchen cars, were generally implemented in good condition. On the other hand, it is difficult to create the bustle of the park with just a kitchen car, and in the future we will consider conducting it as a set with an event.
Determination of Candidates for Action (February 27, 2023)
There were 24 application proposals, and as a result of the examination, the proposals made by the applicant on the attached sheet were determined as candidates for permission to act.
In the future, we plan to determine the implementation date for each business operator, and then go through the necessary/required procedures from April to October (except August).

Phase 1: Reiwa from Saturday, April 1, 5 to Wednesday, May 31 ※Excludes Sunday, May 28
Phase 2: From Thursday, June 1, 5 to Monday, July 31, Reiwa
Phase 3: From Friday, September 1, 5, Reiwa 5 to Tuesday, October 31,
※The number of days for each company is up to 30 days for each period.
※The implementation date will be determined based on the wishes of each company, but due to the balance with other businesses, it may not always be possible to sell on the desired date. (The number of sales operators per day is about 6)
※Please refer to the application guidelines for priority requirements when adjusting the sales company.

※Sales hours are at the discretion of the business operator, including preparation and withdrawal, but be sure to sell the core time between 11:00 and 14:00. (Except when sold out)
Major Conditions for Project Implementation
①As an initiative for the SDGs, take measures to eliminate plastic when selling food and drink.
②Set up and remove free rest areas (tables, benches, etc.) as an effort to contribute to increasing the attractiveness of the park that anyone can use.
③To make efforts to contribute to solving problems in the park.
④Cooperate in disseminating events in the Kannai and Kangai areas as an initiative that contributes to improving the attractiveness and liveliness of the area.
⑤Collect garbage such as empty containers and cleaning of free rest spaces.
