The open call for participants type act permission system is a system in which private businesses, etc., can organize themselves in parks and hold events utilizing their ideas, provided that public interest is secured. Yes, we aim to expand parks and businesses that apply the system. Odori Park formulated a park management plan in November 2022, and plans to promote commercialization while sharing specific issues through social experiments through events and other events. Therefore, in order to realize the policies and measures set forth in the plan, we will work on a trial basis to open recruitment of food and beverage sales companies using kitchen cars with the aim of improving services to park users. In this trial implementation, we will verify the security of public interest while conducting food and drink sales using kitchen cars while partially relaxing the conventional standards for permission to act.

Results and verification of trial implementation (March 2024)

Results

Of the 23 cases (operators) that were candidates for act permission, 22 cases (operators) were sold through the act permission procedure.

  • Number of days of implementation (the day when the store was opened): 125 days out of 181 days (1st to 3rd periods)
  • Maximum number of store openings per day: 6 Business Operators
  • Maximum number of store openings per company: 51st
  • Efforts for Public Interest: ①Deplasticization in food and drink sales, (2) Establishment and removal of free rest areas, and (3) Efforts to contribute to solving problems in parks, etc.

Verification

After the trial implementation, verification was conducted based on company interviews. In summary, efforts to secure the public interest required of businesses along with food and drink sales by kitchen cars were generally well implemented. On the other hand, it is difficult to create the bustle of the park with only a kitchen car, and we will consider implementing it as a set with events in the future.

Determination of Candidates for Action (February 27, 2023)

There were 24 application proposals, and as a result of the examination, the content of the proposal by the applicant on the attached sheet was determined as a candidate for permission to act.
In the future, we plan to determine the implementation date for each business operator and go through necessary/required procedures from April to October (except August).

Phase 1: From Saturday, April 1, Reiwa 5 to Wednesday, May 31 ※Excludes Sunday, May 28
Phase 2: From Thursday, June 1, Reiwa 5 to Monday, July 31
Phase 3: From Friday, September 1, Reiwa 5 to Tuesday, October 31
※The number of days implemented by each company is up to 30 days for each period.
※The implementation date is determined based on the wishes of each company, but due to the balance with other businesses, it may not always be possible to sell on the desired date. (The number of distributors per day is about 6)
※Please refer to the application guidelines for priority requirements when adjusting sales companies.

From 9:30 to 16:30
※Including preparation and withdrawal, the sales time will be at the discretion of the business operator, but be sure to sell the core time from 11:00 to 14:00. (Except when sold out)

Main conditions for project implementation

①As an initiative of the SDGs, implement measures to deplasticize when selling food and drink.
②Set up and remove free rest areas (tables, benches, etc.) as an initiative to contribute to improving the attractiveness of the park that can be used by anyone.
③To make efforts that contribute to solving problems in the park.
④Cooperate in disseminating events in the Kannai and Kangai areas as an initiative that contributes to improving the attractiveness and liveliness of the area.
⑤Collect garbage such as empty containers and clean free rest spaces.
