Odori Park 1st to 3rd ward renewal project (Park-PFI)

We are recruiting private businesses that use the Park-PFI (public recruitment installation management system) based on the renewal concept "regeneration of parks aimed at creating exchanges, relaxation and liveliness" in the 1st to 3rd wards of Odori Park.

Major proposals

Proposals for maintenance and management and operation of the renewal area (1st to 3rd wards) (When making a proposal, please check the details in the application guidelines.)
Utilization facilities and initiativesProposal Details
Installation, management and operation of profitable facilities such as restaurants

[Required Proposal]
①Please install and manage and operate multiple restaurants as park facilities targeted for open call for participants. The building area should be 2,500 m2 or less for the entire renewal area.
<Optional proposal>
②Profit facilities other than restaurants can be set up and managed and operated. The building area should be 2,500 m2 or less in the entire renewal area, including restaurants.

Maintenance, management and operation of gardens

[Required Proposal]
①In each ward of the 1st to 3rd wards, gardens (excluding those to be maintained as park facilities subject to open call for participants and convenience improvement facilities) as specific park facilities, open them free of charge, and manage them on a daily basis (existing toilets, etc.) Including the management of existing park facilities).
<Optional proposal>
②Existing toilets in the 2nd ward can be maintained.
③Existing facilities in the renewal area can be maintained.
④About flow of open space of water of 3 wards, we can redevelop including review of facility.

Development, management and operation of facilities to enhance convenience

<Optional proposal>
・As a convenience improvement facility, signboards and share cycle ports can be installed and operated to contribute to the improvement of the convenience of local residents.

Initiatives for Realizing the Park Management Plan

[Required Proposal]
①Please carry out approach to raise charm of park and neighboring area more including improvement of scenery and the making of safe, reliable environment.

②Please implement measures to improve manners for Odori Park users.

③Please carry out approach to activate park protection society.

Events

[Required Proposal]
・Based on the renewal concept, please hold an event in the renewal area. If a third party (organization / business) who wants to hold a new event etc. appears, the company should cooperate with the third party and hold it as the organizer or co-sponsor.

Motoichi burdenPlease propose Motoichi burden for sum of total construction costs pertaining to specific park facilities.
Park usage feePlease propose the total annual fee for use of park facilities subject to open call for participants.

  • Distribution of guidelines for setting up public offerings (recruitment guidelines): From Monday, April 8, 2024 to Friday, August 2, 2024
  • Holding briefings, etc.: Tuesday, April 30, 2024
  • Acceptance of questions: From Wednesday, May 1, 2024 to Monday, May 13, 2024
  • Answers to questions: Friday, May 31, 2024
  • Acceptance of plans for open call for participants: From Monday, August 5, 2024 to Friday, August 9, 2024
  • Presentation and hearing: Around September 2024 (planned)
  • Determination of the person to be installed: Around September 2024 (planned)

About holding of briefing sessions

Date and time: From 2:00 pm to 3:30 pm on Tuesday, April 30, 2024 (planned)
Location: Yokohama Skills Cultural Center 802 Large Training Room
Contents: Commentary on contents of open call for participants, local guidance, etc.
Exchange meeting: After the briefing session, as a place for information exchange between businesses, we will hold an exchange meeting between businesses wishing to participate.
How to apply for participation: By 5:00 pm on Tuesday, April 23, 2024, write the corporate name, participant name, whether or not you wish to participate in the exchange meeting, etc. in the e-mail (mk-toshinbukanri@city.yokohama.lg.jp), Please apply.
