In 1949, the Japan Exposition was held at two venues in Nogeyama Park and Tammachi (now Sorimachi Park), in order to promote recovery from the war. At the Tammachi venue, a "Rose Exhibition" sponsored by the city was held, and fresh flowers airlifted from San Francisco were displayed. Mainly the latest species of peace, varieties such as show girls and armstrongs were carried in glass tubes one by one. Considering the transportation situation at that time, it was phenomenal, and it gained popularity among many visitors, including rose lovers.

Distribution of rose artificial flower "Aichi no Hana", which had been carried out from around 1931 (Showa 6) to around 1940 (Showa 15), revived in 1951 (Showa 26). It was sold for 10 yen each on the street, etc., and the profits were allocated to expenses for the Minato Festival. Children with this artificial flower on their chests were able to enter the city's paid facilities free of charge on the anniversary of the opening of the port, and also distributed a tour boarding ticket in Yokohama Port according to the number of sales. In 1954, there is a record that 17,800 copies were distributed. The artificial flowers were white at first, but later turned pink.

After that, petitions were filed to the city and discussions were held in Yokohama City Council. The city held a civic vote in 1989, the 130th anniversary of the opening of the port and the 100th anniversary of the municipal organization, and roses collected 13,784 votes out of a total of 27,480 votes. On September 23 of the same year, a commemorative ceremony for the establishment of a city flower was held on the Yokohama Citizen's Day of the Yokohama Expo, and the city flower "Rose" was enacted as a new symbol to create Yokohama full of flowers and greenery. .
