Registration criteria for building drinking water tank cleaning business

Please attach the following documents to the registration application form.

  • If the applicant is a corporation, a copy of the Articles of Incorporation and a certificate of entry, or a copy of the donation act and a certificate of entry (if the applicant is an individual, a copy of the resident certificate). If the business purpose is listed on the certificate of entry, the articles of incorporation or donation can be omitted.

The original will be confirmed for the completion of the water tank cleaning work supervisor (re) training course completion certificate, the building environmental hygiene management engineer's certificate, and the certificate of completion of worker training, so please bring it with you at the time of application.

Water tank cleaning work

Please note the following when describing the water tank cleaning work implementation method (Attachments 8-1 and 8-2).

  • The date of stool inspection, etc. of the worker's stool and the laboratory institution must be described (the stool test is performed every six months, and no work with symptoms such as diarrhea on the day of work).
  • After cleaning the receiving tank, it must be clearly stated that the elevated water tank and pressure tank will be cleaned.
  • After removing dirt in the water tank and cleaning, it must be stated that the water should be completely removed and the area around the water tank should be cleaned.
  • Measures for water cutoff shall be clearly specified.
  • The work supervisor must be clearly specified.
  • The cleaning method of machinery and equipment, disinfection method of work clothes, boots, etc. must be specified.
  • It must be clearly stated that ventilation is performed by ventilation fan.
  • It must be stated that photography will be taken before and after cleaning.
  • The disinfection in the tank must be described in detail.
    ※In principle, disinfection with a chlorine agent, the number of disinfection shall be at least twice, and the leaving time shall be 30 minutes or more each.
    ※The concentration of the disinfectant is free residual chlorine 50 to 100 mg / L, disinfecting wastewater is completely eliminated, and do not enter the water tank after disinfection is completed.
  • The name of the chlorine agent to be used and usage method must be described.
  • It is clearly specified that the paint used for painting equipment and pipes used in the water tank uses paint, which is a standard product of JWWA (Japan Water Works Association standard) (using double-liquid solvent-type epoxy resin paint).
  • After filling of the water tank is completed, a water quality test shall be conducted for the water at the end of the hydrant and in the water tank, and if it does not meet the standards, investigate the cause and state that necessary measures will be taken.
  • The standard value for water quality inspection must be specified
  1. Free residual chlorine…0.2 ppm or more
  2. Chromaticity…5 degrees or less
  3. Turbidity…2 degrees or less
  4. Taste and smell…It's not unusual.
  • The procedure for preparing a work report must be clearly specified (two copies must be prepared and one copy should be stored for the owner for 5 years). In addition, from the viewpoint of personal information protection at the business site, it is clearly specified in the procedure for preparing a work report that measures should be taken to prevent leakage of personal information, etc., based on the Personal Information Protection Law Guidelines, etc. .
  • If a sanitary problem is found as a result of the work, it must be clearly specified.
  • Methods for inspection of machinery and equipment shall be described.
  • The form of the cleaning work report must be attached.
  • There must be a description of the outsourcing standards, and the notification to the cleaning client of the contents of the consignment to the cleaning client and the method of grasping the work of the contractor.
  • There must be a description of the system for complaints and emergency communications.

Outline of machinery and equipment

Please note the following when describing the outline of machinery and equipment (Attachment 1).

  • There must be residual water treatment machine, high pressure washing machine, pump, ventilation fan, waterproof lighting fixtures, chromometer, turbidity meter, residual chlorine meter, etc.
  • The quantity of machinery and equipment must be appropriate for the number of employees.
    ※Long-term, permanently occupied and free to use.
  • Machinery and equipment must be used exclusively for drinking water tanks.
  • When using a high-pressure cleaning car, the vehicle number must be listed.

Outline of worker training

Please note the following when describing the training implementation method (plan) (Attachment 3).

1 Training implementation plan for workers

  • Worker training refers to worker training (hereinafter referred to as “registered training”) conducted by an organization registered by the Minister of Health, Labor and Welfare. Or, training conducted by the employer himself due to various circumstances (hereinafter referred to as in-house training) It's something to say.
  • For various reasons, the training conducted by the employer himself shall be equivalent to the training conducted by the registered organization regarding the teaching materials used for the training and instructors of the training.

  • As of the date of application, the plan for the next year must be filled out.
  • All employees (including part-time workers) plan to attend worker training every year.

(1)Registration training course

  • It should be stated that the training of workers will be attended by the registered organization.

(2)In-house training implementation plan

  • A plan to properly carry out the same contents as the registration training shall be described, referring to the text etc. used in the registration training and supervisor training course, and the number of hours (7 hours or more in total) must be described.

  • In principle, the instructor shall be a supervisor qualification holder, and the name and qualification of the instructor (water tank cleaning work supervisor) must be described.
  • If all employees are supervisory qualifications, there is no need to conduct training, but please indicate so in the training implementation plan.

2 Training Status of Work Workers

  • Worker training refers to registration training or in-house training
  • Regarding the training status, if you are going to register for the first time, enter the results for the past year, and in the case of the second and subsequent registration, enter the results for the past six years. In the case of new treatment for expiration, for applications from the completion of the previous validity period for approximately three months from the completion of the previous validity period, enter the results for the past six years.
  • For new registration, application must be made after training, and the implementation status shall be described.
  • The base date for training results shall be the registration date.
  • All employees (including part-time workers) must have attended training for workers.
  • If all employees are supervisory qualifications, there is no need to conduct training, but please indicate so in the training implementation status table.

(1)Registration training attendance status

  • If all employees take the registration training and do not conduct in-house training, attach a copy of the certificate of attendance issued by the employee training organization registered by the Minister of Health, Labor and Welfare.
  • Registration training must be taken at the same time every year.

(2)Implementation of internal training

  • Refer to the text etc. used in the registration training and supervisor workshop, it is stated that the contents equivalent to the registered training are properly performed, and the number of hours (7 hours or more in total) must be described. .
  • In principle, the instructor shall be a supervisor qualification holder, and the name and qualification of the instructor (water tank cleaning work supervisor) must be described.
