Registration criteria for building drinking water tank cleaning business

Documents attached to the registration application

Please attach the following documents to the registration application form.

  • If the applicant is a legal entity, a copy of the Articles of Incorporation and a certificate of registration or a copy of the donation and a certificate of registration (if the applicant is an individual, a copy of the resident certificate). If the business purpose is stated on the certificate of entry, the articles of incorporation or donation can be omitted.

  • List of supervisors*
  • A copy of the certificate of completion of the training course or a copy of the certificate of the technician for building environmental hygiene management (in the case of re-registration, omit it on the attached documents confirmation slip)

As we confirm original about water tank cleaning work supervisor (re) class completion certificate, building environmental hygiene management engineer's certificate and worker training completion certificate, please bring at the time of application.

Water tank cleaning operation method

Please note the following when describing the method of water tank cleaning work (Attachments 8-1, 8-2).

  • The timing of the stool inspection of the worker and the inspection organization must be described (the stool inspection is performed every six months, and those with symptoms such as diarrhea on the day of work cannot be worked).
  • After cleaning the receiving tank, it must be clearly stated that the elevated tank and the pressure tank will be cleaned.
  • After removing dirt in the water tank and washing it, it must be stated that the water should be completely removed and the area around the water tank should be cleaned.
  • Measures for water cutoff must be specified.
  • The work of the supervisor must be specified.
  • The cleaning method of machinery and equipment, the disinfection method of work clothes, boots, etc. must be specified.
  • It must be clearly stated that ventilation is always performed by ventilation fan.
  • It must be stated that photos will be taken before and after cleaning.
  • Disinfection in the tank must be described in detail.
    ※In principle, disinfection with a chlorine agent, the number of disinfection shall be at least twice, and the neglect time shall be at least 30 minutes each.
    ※The concentration of disinfectant is 50 to 100 mg / L free residual chlorine, disinfectant drainage is completely eliminated, and does not enter the water tank after disinfection is completed.
  • The name of the chlorine agent to be used and how to use it must be described.
  • It is clearly stated that the paint used for painting equipment and pipes used in the aquarium should be the paint that is a standard product of JWWA (Japan Water Works Association Standard) (using a two-liquid solvent-type epoxy resin paint).
  • After filling the water tank, conduct a water quality test for the water at the end of the hydrant and the water in the water tank, and if it does not meet the standards, investigate the cause and indicate that necessary measures will be taken.
  • Standard values for water quality inspection must be specified
  1. Free residual chlorine…0.2 ppm or more
  2. Chromaticity…5 degrees or less
  3. Turbidity…2 times or less
  4. Taste and smell…Not abnormal.
  • The procedure for preparing the work report must be clearly specified (2 copies should be prepared and 1 copy should be kept to the owner for 5 years). In addition, from the viewpoint of personal information protection, it is specified in the procedure for preparing a work report that measures will be taken to prevent leakage of personal information, etc., based on the Guidelines of the Personal Information Protection Law, etc., as necessary. thing.
  • If a sanitary problem is found as a result of the work, the response must be clearly specified.
  • Methods for inspection of machinery and equipment, etc. are described.
  • The form of the cleaning work report must be attached.
  • There must be a description of the standards for outsourcing, and the notification of the outsourcing contents to the cleaning requester, the method of grasping the work of the contractor, etc. must be specified.
  • There must be a description of the system for complaints and emergency communications.

Overview of Machinery and Equipment

Please note the following when describing the outline of the machinery and equipment (Attachment 1).

  • There must be a residual water treatment machine, a high-pressure washer, a pump, a ventilation fan, a waterproof lighting fixture, a chromatic meter, a turbidity meter, a residual chlorine measuring device.
  • The quantity of machinery and equipment shall be appropriate for the number of employees.
    ※It must be occupied over a long period of time and can be used freely.
  • Machinery and equipment must be exclusively used for drinking water tanks.
  • When using a high-pressure washing vehicle, the vehicle number must be indicated.

Overview of Worker Training

Please keep the following in mind when describing the training implementation method (plan) (Attachment 3).

1 Training implementation plan for workers

  • Training for workers refers to training for workers conducted by an organization registered by the Minister of Health, Labor and Welfare (hereinafter referred to as registration training). Or, for various reasons, training conducted by the employer himself (hereinafter referred to as in-house training) That's what I mean.
  • The training conducted by the employer for various reasons shall be equivalent to the training conducted by the registered organization regarding the teaching materials used for the training and the training instructor.

  • As of the date of application, the plan for the next one year must be filled out.
  • All employees (including part-time workers) are planning to attend training for workers every year.

(1)Registration training attendance plan

  • Please indicate that you plan to attend the training of workers by the registered organization.

(2)In-house training implementation plan

  • Refer to the text used in the registration training and supervisor training sessions, a plan for properly performing the same content as the registration training should be described, and the number of hours (total of 7 hours or more) should be described.

  • In principle, the instructor shall be a supervisor qualification holder, and the name and qualification of the instructor (water tank cleaning supervisor) must be stated.
  • If all employees are supervisor qualification holders, there is no need to conduct training, but please indicate so in the training implementation plan.

2 Training status of workers

  • Training for workers refers to registration training or in-house training.
  • Regarding the status of training, enter the results of the past year if you are going to register for the first time, and enter the results of the past six years if you are registering for the second and subsequent times. In the case of new treatment due to expiration, please fill in the results of the past 6 years for applications up to about 3 months from the completion of the previous validity period.
  • New registrations shall be applied after training, and the status of implementation shall be described.
  • The reference date for the training results shall be the registration date.
  • All engaged staff (including part-time workers) must attend training for workers.
  • If all employees are supervisory qualifications, there is no need to conduct training, but please indicate so in the training implementation status table.

(1)Status of registration training attendance

  • If all employees have taken the registration training and do not conduct in-house training, attach a copy of the certificate of attendance issued by the employee training implementing agency registered by the Minister of Health, Labor and Welfare.
  • Registration training must be taken at the same time every year.

(2)Status of in-house training

  • Refer to the text used in the registration training and supervisor training sessions, it must be stated that the contents equivalent to the registration training are being performed properly, and the number of hours (total of 7 hours or more) must be described. .
  • In principle, the instructor shall be a supervisor qualification holder, and the name and qualification of the instructor (water tank cleaning supervisor) must be stated.
