This is the site of Health Sanitation Division, Health and Safety Department, Yokohama City Public Health Center. We provide information on the hygiene of buildings.

About specific building
1 What is a specific building?
The "Law Concerning the Sanitary Environment in Buildings" is a building used or used by a large number of people, and has a considerable scale used for purposes such as entertainment halls, department stores, stores, offices, schools, etc. What is defined as "specific buildings" and is subject to laws and regulations.
Specifically, those that meet the following requirements are eligible.
(1)Being a building referred to in the Building Standards Law
Buildings are those that have roofs and pillars or walls among structures fixed on the land, gates or hedges attached to them, offices, stores, and facilities installed in underground or elevated structures, such as offices, warehouses and similar facilities (facilities related to safety on railway and track tracks, and overpasses, platforms, storage tanks, and other similar facilities). In addition, elevated roads and underpasses do not correspond to buildings themselves, but tollgates and stores and offices in underground shopping centers are buildings.
(2)Being a building provided by 1 or 2 or more of the following uses (Article 1 of the Enforcement Order)
- Entertainment hall
- Department Stores
- Meeting place
- Library
- Museum
- Art museum
- Amusement arcade
- Stores
- Office
- Ryokan
- Schools (including training centers)
Most of the facilities used or used by a large number of people as described above are included.
(3)In one building, the total area of the part provided for specific uses must be 3,000 square meters or more (however, in the case of Article 1 schools *, 8,000 square meters or more).
In this case, the part provided for the specific purpose is the part used for the specific purpose itself, the part attached to the specific purpose (so-called common part such as corridors, stairs, washrooms, etc.) and the part attached to the specific purpose ( Includes independent functions and purposes that are handled separately from specific uses such as parking lots in buildings attached to the office).
※Article 1 Schools, etc. are the Act on the Promotion of Comprehensive Provision of Education and Childcare for Schools prescribed in Article 1 of the School Education Act (outside site) (Act No. 26 of 1947) or preschool children (Act No. 77 of 2006) Refers to a kindergarten-coordinated certified child institution prescribed in Article 2, Paragraph 7.
2 Method of calculating total area
The total area requirements for specific applications are classified.
- Floor area of areas exclusively used for specific purposes (exclusive areas such as offices, stores, etc.)…a square meter
- Floor area of the area attached to the dedicated area, so-called common areas (corridors, stairs, machine rooms, etc.)…b square meter
- Floor area of the part attached to the dedicated part (store warehouse, parking lot attached to the office, etc.)…c square meter
It's like that.
Therefore, the total floor area for specific applications is as follows:
- a ≧ 3,000 square meters (* 8,000 square meters for Article 1 schools, etc.)
- a + b ≧ 3,000 square meters (* 8,000 square meters for schools, etc. in Article 1)
- a + b + c ≧ 3,000 square meters (* 8,000 square meters for Article 1 schools, etc.)

※Areas not calculated as area
For underpasses of underground malls that do not correspond to buildings, stations in terminals, etc., we will exclude the area in advance and consider whether the remaining part meets the requirements for the total area. In addition, for underground substations and public parking lots, the management system is completely different from other parts and the management system is completely different from other parts, and it is not appropriate to grasp them as one with other parts, so part of the building Is not handled.
About notification
When the owners of a specific building, etc., when the specific building is used, within one month from that date, the prefectural governor (in Yokohama, Ken Yokohama Ichibo in Yokohama City) You must notify the director) (Article 5, Paragraph 1 of the Act).
The notification address is to Health Sanitation Division Health and Welfare Center, which is responsible for the location of the facility.
1 Notes
If the building currently being used falls under a specific building due to a revision of a Cabinet Order that specifies a specific building, a change in use, an increase in the total area due to an increase in the extension, etc. Must be reported in the same way as when a specific building is newly used within one month.
When there is change in report matter or when we do not correspond to specific building by change of use, we must report that fact within one month from the day.
Penalties (Article 16 of the Act, fines of 300,000 yen or less) will be applied if you do not submit a report or make a false report.
2 About attached documents
Please attach the following documents to registration form using specific buildings.
(1)Floor plan of each floor showing the application and floor area
Attach a floor plan of each floor that describes the floor area of the specific use and the parts provided for it, exclusively for use other than the specific use (such as apartment houses, clinics, etc.) and the floor area of the parts provided for it.
(2)Drawings and equipment tables clarifying the system of air conditioning equipment
Attach a drawing (system diagram and duct floor plan) that clarifies the system of the air conditioning equipment and a equipment table (preferably for each floor).
If it can be used concurrently with other attached drawings, it may be omitted.
(3)Drawings and equipment tables clarifying the system of mechanical ventilation equipment
Attach a drawing (system diagram and duct floor plan) that clarifies the system of the mechanical ventilation equipment and a equipment table (preferably for each floor).
If it can be used concurrently with other attached drawings, it may be omitted.
(4)Drawings and equipment tables clarifying the system of water supply and drainage equipment
Attach a drawing and equipment table that clarifies the plumbing system (vertical system) of the plumbing system.
If it can be used concurrently with other attached drawings, it may be omitted.
(5)If there is a specific building maintenance owner other than the owner of the specific building, documents proving that you have title for the maintenance and management of the specific building

(6)If there is a person other than the owner of the specific building who has title for all management, documents proving that he / she has title for all management of the specific building

(7)When treating rainwater, etc. and using it for miscellaneous water, the flow chart of the treatment process showing the capacity of the equipment, etc.
The flow chart of the processing process shall be able to confirm the following equipment, etc. and their equipment capacity.
- Purification equipment such as sedimentation tanks and chlorination equipment
- Special air supply and exhaust equipment so that odors do not affect others
- Water meters to grasp the amount of water used
- Keyed hydrants for inspection of miscellaneous tap water
(8)Other documents deemed necessary by the director of the health center

3 Documents to be confirmed at the time of reception
Confirm and return it at the time of notification.
- Certificates for building environmental hygiene management engineers
- When using rust inhibitors, documents proving that you are qualified as a rust inhibitor manager, such as a certificate of a building environmental hygiene management engineer, etc.
The qualification of the rust prevention agent manager shall fall under any of the following:
- A person who has a certificate of a building environmental hygiene management engineer
- Those who have completed training for rust prevention agent managers
