There were five applications for the sale of public offerings through problem-solving public offerings on the site of the former site of the Totsuka Ward Office, and after a review by the Business Planning Committee (hereinafter referred to as the “Committee”), we decided on the prospective business.
In the future, we expect new regional revitalization in the area around West Exit, Totsuka Station, by commercializing proposals from prospective business partners.

[Reference] Announcement at the start of the public offering
In Yokohama City, as part of the effective utilization of the assets held, the former site of the Totsuka Ward Office (hereinafter referred to as “publicly recruited land”) will be sold through a problem-solving open call for participants to create a lively area after the relocation of the ward office.
Problem-solving open call for participants means that in order to effectively utilize the know-how and vitality of private businesses in the open call for participants, dialogue with private businesses (hereinafter referred to as “business dialogue”) is adopted before the open call for participants. This is a method to solve local issues while properly grasping the market.
About open call for participants land, we raised local problem such as correspondence to local bustle after ward office relocation and declining birthrate and aging and carried out company dialogue in August, 2013, and based on this result, solution of local problem , In particular, we have organized the conditions for open recruitment that will lead to the creation of liveliness.
In addition, based on the purpose of the "Yokohama City Small and Medium Enterprise Promotion Basic Regulations", the open call for participants conditions also incorporate the utilization of city businesses in commercialization.
We expect new regional revitalization in the area around West Exit, Totsuka Station.

2. Contents of business proposals (required for open call for participants)
(1) Application
Medical facilities or facilities whose main use is housing for the elderly
※ As a main use, more than half of the total building area shall be provided to either medical facilities or housing for the elderly.
(After meeting the conditions of the main use and the facilities that require the following incidental installation, it is also acceptable to combine the following uses.)
(2) Facilities that require incidental installation
Oh, local exchange facilities (about 200 square meters as indoor facilities that are set up and operated by businesses and contribute to the promotion of local exchange)
B Open space (about 300 square meters as an outdoor place that is set up and operated by a company and opened to the community)
C Facilities to be provided for regional disaster prevention and global warming countermeasures
(3) Utilization of city businesses
In any of design, construction, management and operation duties, utilize city operators (meaning those with a main office or office in Yokohama City)

<Results>
- Regarding "medical facilities or housing for the elderly", which was shown as the main use in the open call for participants conditions (draft), proposals were received from multiple businesses for both uses, and it was confirmed that it could be established as conditions.
- Regional exchange facilities and open spaces were also included in the proposals of each company, and it was confirmed that they could be installed.
- For public recruitment, we encouraged each company to further consider proposals that would lead to solving regional issues while demonstrating the uniqueness of the company.
