Outline of two-stage general competitive bidding
[Preparation and submission of proposals, etc.]
Applicants for bid participation prepare documents (hereinafter referred to as “plan proposals”) that summarize plans for the use of land, etc., and submit them together with the bid participation application form.
[Examination and bidding]
Examination and bidding will be conducted in two stages.
In the first stage, the submitted proposal will be examined by the Yokohama City-owned asset open call for sale, etc. Projected Person Selection Committee.
In the second stage, Yokohama City will determine the passer based on the results of the first stage of the examination, and then bid by the passer.
Notes on Land Use Conditions
- Complex facilities with apartment houses, stores, offices or public facilities are acceptable.
- Temporary buildings are not allowed.
- For public facilities that require a permit, please consult with the Authorization Agency and attach a record of the consultation when making a proposal. After confirming with the licensing agency at the Finance Bureau Asset Management Division, it will not be possible if the feasibility of the licensing is low.
- In addition, due to the composition of the area centered on houses, proposals that are judged to be in harmony with the surrounding environment are not allowed in the examination.

- By joint participation in bidding, it is also possible to acquire publicly offered land as shared by multiple city businesses.
- It is necessary to be a city business at the time of application, and after a successful bid, a special purpose company (hereinafter referred to as "SPC") will be established, and the SPC etc. will not be allowed to acquire land.
- When participating in the bidding, we will not be allowed to participate in other proposals as only one proposal is made.
- In any of the following cases, eligibility will not be granted.
- Persons who fall under the provisions of Article 167-4 of the Local Autonomy Law Enforcement Ordinance (Government Ordinance No. 16 of 1947) (persons who do not qualify as participants in general competitive bidding)
- Persons who have received suspension of general competition participation and nomination suspension based on the outline of measures such as suspension of Yokohama-shi general competition participation and nomination suspension
- Criminal gangs prescribed in Article 2, item 2 of the Yokohama City Gangster Exclusion Ordinance (December 2011 Yokohama City Ordinance No. 51), gangsters prescribed in item 4 of the same Article, gangsters prescribed in item 5 of the same Article Persons who are deemed to have a close relationship with management corporations or gangsters prescribed in Article 7 of the Ordinance (in the case of corporations or other organizations, officers, officers who are officers who are officers who are officers who are officers who are closely related to execute business).
