In Yokohama City, as part of the effective utilization of owned assets, general competitive bidding (hereinafter referred to as “two-stage general competitive bidding”) will be conducted after examining proposals on land use, etc., on municipal land located at Minamidai 5-chome Tsuda Minamidai, Midori Ward, Midori Ward, will be conducted after examining the proposals for land use, etc. )
In addition, based on the "Yokohama City Small and Medium Enterprise Promotion Basic Regulations" enacted in March 2010, Yokohama City is promoting all agency-like efforts regarding the promotion of SMEs in the city. 2.Land Use Conditions

Outline of two-stage general competitive bidding

[Preparation and submission of proposals, etc.]
Those who wish to participate in the tender will prepare a document (hereinafter referred to as “plan proposal”) that summarizes the plan for land use, etc., and submit it together with the bid participation application.

[Examination and Bidding]
Examination and bidding will be conducted in two stages.
In the first stage, the submitted plan proposal will be reviewed by the Business Planning Committee, such as the Yokohama City Owned Asset Public Offering Sale.
In the second stage, Yokohama City will determine who passed the screening based on the results of the first stage, and will make a bid by those who have passed the screening.

Notes on land use conditions

  • Apartment complex facilities with apartments, stores, offices, or public facilities are acceptable.
  • Temporary buildings are not allowed.
  • Regarding public facilities that require a permit, please consult with the Permit Agency and attach a record of the consultation when making a proposal. After confirming with the licensing agency at the Finance Bureau Asset Management Division, if the feasibility of the license is low, it will not be possible.
  • In addition, due to the composition of the area centered on the house, proposals that are judged in the examination that they do not harmonize with the surrounding environment are also not allowed.

  • In addition to corporate businesses, this includes city businesses that are sole proprietors.
  • By joint participation in bidding, it is also possible to acquire publicly offered land as shared by multiple city businesses.
  • It is necessary to be a city company at the time of application, and after a successful bid, a special purpose company (hereinafter referred to as "SPC") will be established after a successful bid, and the SPC etc. will not be allowed to acquire land.
  • In participating in the tender, we will not be allowed to participate in other project proposals, assuming that only one project proposal will be made.
  • Eligibility will not be granted if any of the following applies.
  • Persons who fall under the provisions of Article 167-4 of the Local Autonomy Law Enforcement Ordinance (1947 Cabinet Order No. 16) (those who do not qualify as participants in general competitive bidding)
  • Those who have undergone suspension of general competition participation and nomination suspension measures based on the outline of measures such as suspension of participation in Yokohama City General Competition and nomination suspension
  • Gangsters prescribed in Article 2, item 2 of the Yokohama City Gangster Exclusion Ordinance (December 2011 Yokohama City Ordinance No. 51), gangsters prescribed in Article 4 of the same Article, etc. A person who is deemed to have a close relationship with a controlling corporation or a gangster prescribed in Article 7 of the Ordinance (in the case of a corporation or other organization, the officers (referred to as employees who execute business, directors, or associates).)
  • Persons who have violated Article 23, Paragraph 1 or Paragraph 2 of the Kanagawa Prefectural Criminal Exclusion Ordinance (2010 Kanagawa Ordinance No. 75)
