There is a system for "absentee voting by mail" for people with severe physical disabilities and those who need nursing care 5 under the Nursing Care Insurance Law.

Due to a partial revision of the Public Office Election Law, the number of people eligible for absentee voting by mail has been expanded, and a "substitute entry system" has been established (applicable from March 1, 2004). If you meet the requirements and apply for a "voting certificate such as mail", please contact the Election Commission of your ward as soon as possible.

★Period during which absentee voting is available

From the day after the announcement date (or notification date) to the day before the election date

Application procedure for issuing voting certificates such as mail

1) The elector must contact the Election Commission of the ward where he / she lives with the “Application for Issuance of Voting Certificates for Mail, etc.” signed by the elector, with the certificate of the physically handicapped, the certificate of the sick or the insured of The Long-term Care Insurance. Apply with one of your IDs.
In addition, please attach the original to the certificate of the physically disabled.

2) The Election Commission will mail a "voting certificate for mail".

※The validity period of the "Voting Certificate for Postal Mail, etc." is from the date of issuance to the last day of the validity period of the certification for Nursing Care 5 listed on the The Long-term Care Insurance insured card.

※The expiration date of the "voting certificate for mail" other than those requiring care is seven years from the date of grant.

※If the deadline expires, you will need to apply for a reissue.

Voting procedures by mail

1) When an election is held, a "voice such as ballot papers" will be sent to electors who have been issued a "voting certificate such as mail" from the Election Commission. .

2) Fill out the “Voting Form Invoice” with required items (the elector has his own signature field), enclose the “Voting Certificate for Mail, etc.” and return it to the Election Commission at least 4 days before the election date Please return it to arrive.

3) The Election Commission will send ballots and voting envelopes to your current location, such as your home.

4) From the day after the announcement date (notification date), write it on the ballot.

Penalties
If the agent does not list the candidate's name specified by the elector, he / she will be punished with imprisonment for up to 2 years or a fine of up to 300,000 yen.
