Offshore voting

Seafarers voyages by facsimile.

The “Ocean Voting System” is an absentee voting system for seafarers boarding designated vessels, and is performed using a facsimile machine. This system has begun in the national election announced on or after May 1, 2000 (general election for the lower house, ordinary election for the upper house) announced after May 1, 2000.
Seafarers who intend to board a designated vessel and sail outside of Japan who are expected to engage in duties or duties on the day of the election can vote using the offshore voting system. Seafarers who wish to vote at sea must have received an electoral list registration certificate from the Election Commission of the municipality where the electoral list is located in advance.
