Anyone who intends to participate in the tender must be confirmed to meet all of the following conditions and qualify for bid participation.

1. Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964, Yokohama City Regulations No. 59) and being a person who has the qualifications stipulated by the provisions of Paragraph 2 of the same Article.
2. Being a person who has been registered in "3116: Computer Business" in the Reiwa 5/6 Yokohama City General Competitive Bidding Qualified Person List (Related to Goods / Consignment).
3. Person who has not received nomination suspension based on measure summary such as Yokohama-shi nomination suspension on any day from application deadline date (April 18, 2024) of bid participation procedure to day of successful bidder decision thing.
4. A person who has a track record of building and operation and maintenance of the National Health Insurance business system in a government-designated city.
5. A person who has a track record of design, development, operation and maintenance of large-scale systems pertaining to public institutions such as government offices within the past five years.
6. A person who has a track record of business related to system migration to a large cloud, building various networks, designing external interfaces, etc.
