For this reason, the Basic Law on Disaster Countermeasures was revised to designate "designated emergency evacuation sites" to escape from the dangers of an imminent disaster and "designated evacuation centers" to live an evacuation life. "Designated Emergency evacuation sites" is a place to escape from the dangers of an imminent disaster and designates each type of disaster (such as floods, landslides, debris flows and landslides, high tides and earthquakes) (also serving as designated evacuation centers). Yokohama City is selected from the evacuation shelter designated as a designated evacuation center.

In order to determine the establishment of the designated emergency evacuation sites based on the scale and circumstances of the disaster, not all evacuation sites will be opened in the event of a disaster.

Designated evacuation centers (evacuation shelter) will be opened when a seismic intensity of 5 or more is observed at one location in Yokohama city area. The management will be carried out by the evacuation shelter Steering Committee, which consists of local communities, schools and ward offices.
