Designated Emergency evacuation sites, Designated Evacuation Center

Last Updated September 26, 2023

In the past, places to save lives from the dangers of an imminent disaster and places to live an evacuation life are not always clearly distinguished, which contributed to the spread of damage in the Great East Japan Earthquake. For this reason, the Basic Law on Disaster Countermeasures was revised to designate "designated emergency evacuation sites" to escape from the dangers of an imminent disaster and "designated evacuation centers" to live an evacuation life. Check the evacuation sites evacuation route and evacuation shelters in advance and prepare for a disaster.

Designated Emergency evacuation sites

"Designated Emergency evacuation sites" is a place to escape from the dangers of an imminent disaster and designates each type of disaster (such as floods, landslides, debris flows and landslides, high tides and earthquakes) (also serving as designated evacuation centers). Yokohama City is selected from the evacuation shelter designated as a designated evacuation center.
In addition, disaster type "tsunami" and "large-scale fire" are specified according to the following criteria.

"tsunami," The city is a tsunami evacuation facility ※Designated evacuation shelter among the facilities designated in 1
"Large-scale fire": Motoichi is evacuation area ※evacuation shelter specified in 2

Establishment of designated emergency evacuation sites

In order to determine the establishment of the designated emergency evacuation sites based on the scale and circumstances of the disaster, not all evacuation sites will be opened in the event of a disaster.
In addition to designated locations, evacuation sites may open public facilities such as district centers and community care plazas and the Neighborhood Association Neighborhood Associations Museum. When evacuating, let's confirm evacuation information from the government (city homepage, Yokohama-shi disaster prevention information email, public information vehicle, etc.).

About establishment of designated evacuation center (evacuation shelter)

Designated evacuation centers (evacuation shelter) will be opened when a seismic intensity of 5 or more is observed at one location in Yokohama city area. The management will be carried out by the evacuation shelter Steering Committee, which consists of local communities, schools and ward offices.

Name of evacuation shelter

The name "evacuation shelter" is widely known to everyone as a place to live in evacuation even before the revision of the Basic Law on Disaster Countermeasures. Yokohama City has designated designated evacuation centers as described above, but will continue to use the name evacuation shelter.

Evacuation behavior in the event of a disaster

Evacuation actions required vary depending on the type of disaster, such as earthquakes, typhoons, and landslides. Let's assume evacuation behavior in the event of a disaster, referring to the following figures.
