・What is resident certificate Code?
The resident certificate Code is a unique 11-digit number that is set on the the Network System for Basic Resident Registers (the Network System for Basic Resident Registers) in August 2002 to identify citizens.
The resident certificate Code does not change even if the name changes due to moving in/out, marriage, etc. with other municipalities.
You will continue to use that code (listed in resident certificate).
Please note that this resident certificate code is randomly assigned across the country and cannot assign any number you want.
During the period when the Yokohama Method (resolved in September 2006), the resident certificate Code was set to individual individuals, and even those who do not wish to send data to the Network System for Basic Resident Registers were sent to citizens by mail as the "resident certificate Code Notice" (*).

Since the resident certificate Code is an personally identifiable number, you need to be careful when handling it.
Therefore, we will not be able to respond even if you contact us by phone.
If you wish to check your resident certificate code, you can apply at the Family Registry Division office of your ward office or mail the resident certificate Code Confirmation Request Form (PDF: 147KB) filled out with required items, and you will receive a "resident certificate Code Notice" (free of charge). Please note that this "resident certificate Code Notice" (free) is not available at the Administrative Service Corner.
※For those born on or after August 5, 2002, naturalized or acquired nationalities, or those who were transferred from abroad and who created the resident certificate for the first time, the resident certificate Code is notified by the Family Registry Division of each ward office in the resident certificate Code Notice.

Procedures for reissuing the resident certificate Code Notice

When requesting at the window of Family Registry Division Registration Section, where you live.

  • Please tell us at the counter that you want to know the resident certificate code.
  • The request form will be handed out at the counter, so please fill it out on the spot or download the form in advance and fill in required items and bring it to the counter.
  • Presentation of identity verification documents

Procedure by proxy/agent

The resident certificate Code Notice will be sent by mail to your home (resident registration place). Please note that it will not be available on the same day.

  1. Request Form for Issuance of resident certificate Code

Please download and print the “resident certificate Code Confirmation Request Form (PDF: 147KB)” and fill out the required items in advance. Alternatively, please write down the requester's name, Address, date of birth and contact Phone numberresident certificate.

  1. A copy of the claimant's identity verification document

Copy of identity verification documents such as my number card, driver's license, employee health insurance qualification confirmation or health insurance card (if there is an expiration date, it must be within the deadline.)

※When sending a copy of employee health insurance's qualification confirmation or health insurance card, please make sure that the insurer number and insured person's symbol and number are not visible in black. A copy of your identity verification document will be returned.

  1. Envelope for reply with a stamp for reply fee
