One of the major issues in implementing vacant houses measures is to address unmanaged vacant houses with unknown owners and non-existence. The vacant houses, which has no owner located in Matsumicho, Kanagawa-ku, has been dismantled by utilizing the caretaker system of inherited property under the Civil Code.
