In response to the enforcement of the Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons (Barrier-Free Law) in December 2006, Yokohama City has been promoting various barrier-free measures, including the development of basic concepts.
Up to now, 11 districts (Kannai Station, Tsurumi Station, Yokohama Station, Shin-Yokohama Station, Mitsukyo Station, Totsuka Station, Kami-Ooka Station / Konan Chuo Station, Tsuzuki Ward   Town Center, Hoshikawa Station, Hongodai Station, Oguchi Station, Oguchi Station, Koyasu Station, Oguchi Station, Koyasu Station We are developing a basic concept for transportation around the area of railways.
Asahi Ward has formulated a basic barrier-free concept for the area around Futamatagawa Station, where facilities used by an unspecified number of people, such as administrative facilities, cultural facilities, welfare facilities, and commercial facilities.

Within a radius of 500m to 1,000m from the station considered to be within walking distance from Futamatagawa Station, welfare facilities such as the Kanagawa Prefectural Light Center, public facilities such as the Kanagawa Driver's License Test Laboratory, and the Kanagawa Prefectural Cancer Center Medical facilities such as the Center are concentrated, and it is an area where many people are active.
The area including these major facilities was set as a priority maintenance area, and a basic barrier-free concept was formulated.

１．What is the Barrier-Free Law?
In order to improve the convenience and safety of transportation and facility use for the elderly, disabled, pregnant women, and injured people, the following two major pillars will promote barrier-free use.
（１） Promotion of barrier-free public transportation, buildings, public facilities, etc.
When newly constructing and introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each business operator・ We require facility setting managers such as building owners to conform to the "barrier-free maintenance standards (mooth facilitation standards for movement)" established for each facility. In addition, efforts are imposed on existing facilities to conform to the standards.
（２） Promotion of barrier-free priority maintenance areas
Municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and in areas where transportation between facilities is usually performed on foot (priority maintenance districts) In order to promote barrier-free services such as buildings, roads, off-street parking lots, city parks, traffic lights, etc., we can create a "barrier-free basic design".

２．What is the Barrier-Free Basic Concept
In priority maintenance district, to promote barrier-free such as public transportation such as railway stations, public facilities such as roads and parks, public buildings used by the elderly and disabled in priority maintenance districts, routes (life-related routes) aiming for barrier-free, and contents of business (specific businesses) to be carried out for barrier-free.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business with the goal of five years from principle, basic design development.

In the basic barrier-free concept, facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life are set as living-related facilities. Mainly, facilities that meet the condition that the facility is used by an unspecified number of people, including the elderly and the disabled, and that the means to get to the facility is mainly on foot from Futamatagawa Station.

In addition, a route that connects lifestyle-related facilities has been set as a lifestyle-related route. Yokohama City categorizes life-related routes into two types: A and B.

Life-related routes (A) are routes that carry out maintenance in line with the standards for facilitation such as movement based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained in accordance with both standards. is.

Life-related routes (B) cannot be set to life-related route A due to local restrictions such as topography and urbanization conditions, but considering the road function and role of the route, moving based on the law as much as possible in consideration of the road function and role of the route. It is a route that carries out maintenance according to facilitation standards. Life-related Route B has been set as a unique initiative of Yokohama City.

For this reason, first of all, we will consider the implementation of projects such as the "Reliable Color Belt Project", in which pedestrians can be expected to be aware of traffic zones and alert pedestrians of vehicles by coloring roadside zones. .

Barrier-free buildings

In some cases, maintenance cannot be carried out unless it is an opportunity for large-scale renovation such as rebuilding.
