Tsuzuki Ward   Town Center Area Barrier-Free Basic Concept (text version)

Summary Version

Last Updated June 20, 2024

We have formulated a basic concept for barrier-free areas around Tsuzuki Ward   Town Center.

In Yokohama City, following the enforcement of the "Law Concerning the Promotion of Smooth Movement of Elderly People and Disabled Persons (New Barrier-Free Law)" in December 2006, various barrier-free measures such as the formulation of basic plans are promoted. doing.
To date, a basic concept has been formulated for seven districts (Kannai Station, Tsurumi Station, Yokohama Station, Shin-Yokohama Station, Mitsukyo Station, Totsuka Station, Kami-Ooka Station / Konan Chuo Station), and public transportation such as railways We are promoting the development of a barrier-free environment for public transportation and walking spaces around the station.

As a regional exchange base in the northern part of Yokohama, the Tsuzuki Ward   Office and other areas around Tsuzuki Ward   Town Center, a district that systematically integrates various functions.

Areas of priority areas under the basic concept of barrier-free areas around Tsuzuki Ward   Town Center

Public facilities such as the Tsuzuki Ward   General Government Building, Tsuzuki police department and other public facilities and welfare facilities such as Kakehashi Tsuzuki, and the Tsuzuki Ward   Child Care Support Center Popola are located in the northern part of Yokohama. In addition, parks such as Tsuzuki Chuo Park and Otsuka / Toshikatsudo Archeological Park are also located. The area including these major facilities was set as priority maintenance areas, and a basic barrier-free concept was formulated.

About new barrier-free law and barrier-free basic concept

1.What is the New Barrier-Free Law?
The new barrier-free law promotes barrier-free use by the following two major pillars in order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc. .
(1) Promotion of barrier-free public transportation, buildings, public facilities, etc.
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards.
(2) Promotion of barrier-free facilities in priority areas
Municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and in areas where movement between facilities is usually performed on foot (priority maintenance areas), In order to promote barrier-free transportation such as public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc., we can create a "barrier-free basic concept" in an integrated manner.

2.What is the Basic Concept of Barrier-Free?
The barrier-free basic concept focuses on barrier-free passenger facilities such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. in priority maintenance areas. In order to promote integrally and integrally, the scope of priority maintenance districts, routes (life-related routes) to make barrier-free, and the contents of businesses (specific projects, etc.) to be implemented for barrier-free.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business in principle five years after basic design development.

(End of reference)

Facilities and routes to make barrier-free and contents of main businesses

In the basic barrier-free concept, facilities used by a considerable number of elderly people and persons with disabilities, etc., and facilities that need to be particularly considered for smooth movement, etc. Set as facilities.

In addition, we will set a route to make barrier-free on the route connecting life-related facilities as a lifestyle-related route. In Yokohama City, life-related routes are classified into two types, A and B.

Life-related routes (A) are routes that carry out maintenance in accordance with the standards for facilitating movements based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or at this time, maintenance based on both standards is made. It is a route that does not particularly hinder the smooth movement of elderly people and disabled people.

The life-related route (B) takes into account the road function and role of the route and the restricted conditions such as the situation of urbanization and topography, and considers the standard for facilitating movement based on the law and the maintenance standard of the Yokohama City Welfare Town Development Ordinance. It is a route that implements maintenance for barrier-free by fully recognizing the concept and actively applying it mutatis mutandis. B has been set as a unique initiative of Yokohama City.

Matters that need to be considered in the future

(1) Challenges to make barrier-free in living spaces

In this basic concept, the goal is to secure a barrier-free route to the entrance for buildings and city parks set as living-related facilities, but there are the following issues.

≪Barrier-free buildings≫
In buildings, building owners, etc. are fully aware of the concept of facilitating standards for building movement, strive to make existing facilities barrier-free as necessary, and comply with the standards for large-scale renovation opportunities. It is necessary to consider and maintain it.

≪Barrier-free city parks≫
Otsuka / Toshikatsudo Ruins Park and Azumayama Park have many steep slopes, making it difficult to maintain barrier-free facilities. Under the new barrier-free law, parks set up on land that requires the protection of cultural properties or on remarkably sloping land are excluded from the scope of barrier-free, but as much as possible to promote barrier-free living spaces It is necessary to try for barrier-free of park facilities. Therefore, in this basic concept, garden roads and plazas that are expected to be barrier-free for the connection between living-related facilities, life-related routes, and major park facilities, are referred to as "barrier-free promotion garden roads". Was set.

(2) Maintenance of guidance signs, etc.

In information signs, etc., the continuity of information provision may not be sufficiently secured because the management companies are different. Therefore, it is necessary to discuss and coordinate the design, display contents, installation / management, etc. between each company, create a plan for the entire district, and maintain easy-to-understand guidance signs.

(3) About the walking of a walk

In the Minato Walk, there were many indications that it was not possible to pass straight through the intersection with the road.
In response to these, the Minato Walk decided to carry out the project with "examination of appropriate crossing positions in consideration of the continuity of the sidewalk" as a traffic safety specific project, and cross the city road Nakagawa Route 98. At the pedestrian crossing, a traffic light was installed in 2009. In the future, it is hoped that these projects will be implemented and followed up after consultation between the traffic manager and the road manager based on the opinions of local residents. .

(4) About barrier-free section where slope continues

Since Kohoku New Town has undulating terrain, it may be difficult to improve the slope. Even if it is difficult to improve the slope where the slope continues for a long time, if the effective width of the sidewalk is sufficient, it is important to consider measures such as providing a break space in the middle of the slope section.

History so far and how to proceed in the future

In Yokohama City, we have established the Yokohama City Barrier-Free Study Council and the Tsuzuki Ward   Town Center Area Subcommittee, which are comprised of academics, citizens of the elderly and disabled, related businesses and administrative organizationsTsuzuki Ward   Town Center.
