Izumi-Chuo Station and Tateba Station Area Barrier-Free Basic Concept (text version)

Summary Version

Last Updated June 20, 2024

We have formulated a basic concept for barrier-free areas around Izumi-Chuo Station and Tateba Station

In Yokohama City, following the enforcement of the "Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons (Barrier-Free Law)" in December 2006, various barrier-free measures such as the development of basic plans are promoted. I am.
12 areas (Kannai Station, Tsurumi Station, Yokohama Station, Shin-Yokohama Station, Mitsukyo Station, Totsuka Station, Kami-Ooka Station, Konan Chuo Station, Tsuzuki Ward   Town Center, Hoshikawa Station, Hongodai Station, Oguchi Station, Koyasu Station, and Futamatagawa Station.
Izumi Ward has formulated the Basic Concept for Barrier-Free in areas around Izumi-Chuo Station and Tateba Station, where public facilities, cultural facilities, welfare facilities, commercial facilities, and other facilities used by an unspecified number of people are concentrated.

Areas around Izumi-Chuo Station and Tateba Station Areas of priority maintenance areas in the Basic Barrier-Free Concept

Within a radius of 500m from the station considered to be within walking distance from Izumi-Chuo Station and Tateba Station, there are public facilities such as the Izumi Ward General Government Building, the Izumichuo Community Care Plaza, and the Standing District Center, as well as several other commercial facilities and financial institutions.
The area including these major facilities was set as priority maintenance areas, and a basic barrier-free concept was formulated.

About barrier-free law and barrier-free basic concept

1.What is the Barrier-Free Law?
In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.
(1) Promotion of barrier-free public transportation, buildings, public facilities, etc.
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards.
(2) Promotion of barrier-free facilities in priority areas
Municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and in areas where movement between facilities is usually performed on foot (priority maintenance areas), In order to promote barrier-free transportation such as public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc., we can create a "barrier-free basic concept" in an integrated manner.

2.What is the Basic Concept of Barrier-Free?
In priority maintenance districts, to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. It defines the range of priority maintenance districts, routes (life-related routes) to make barrier-free, and the contents of projects (specific projects, etc.) to be implemented for barrier-free.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business in principle five years after basic design development.

Facilities and routes to make barrier-free and contents of main businesses

In the basic barrier-free concept, facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life are set as living-related facilities. Facilities that mainly meet the conditions that the facility is used by an unspecified number of people, including the elderly and the disabled, and that the means leading to the facility are mainly on foot from Futamatagawa Station. We set as related facilities.

In addition, we have set a route to make barrier-free on the route connecting lifestyle-related facilities as a lifestyle-related route. In Yokohama City, life-related routes are classified into two types, A and B.

Life-related routes (A) are routes that carry out maintenance in accordance with the standards for facilitating movements based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained along both standards. It is.

Life-related routes (B) cannot be set to life-related routes A due to local restrictions such as topography and urbanization. It is a route that carries out maintenance in accordance with smoothing standards. Life-related route B has been set as a unique initiative of Yokohama City.

The contents of the business of life-related facilities and life-related routes in this basic concept are as follows.

Other matters that require consideration

(1) Other routes that require consideration
"Kamakura Michi" has many problems at the Izumi-Chuo Station and Tateba Station Area Subcommittee, such as "There are many pedestrians, but the sidewalk is not maintained at present." . However, large-scale maintenance with land acquisition is necessary to set up sidewalks, and it is difficult to resolve early in light of the current situation. For this reason, as for the life-related route from Tateba Station to the standpoint district center, a route from Route 7 to Route 9 was set, and "installation of easy-to-understand information boards" was positioned as a business.
In the future, in order to secure a barrier-free route, we will consider it based on the progress of parallel urban planning roads.

(2) Barrier-free buildings
About barrier-free in building, it is necessary for building owner, manager, occupant (tenant) of building to cooperate and make barrier-free, and opportunity of large-scale repair such as rebuilding In some cases, maintenance cannot be carried out unless it is.
Therefore, for buildings set as life-related facilities in this basic design, building owners will fully recognize the concept of facilitating standards such as building movement, and make barrier-free from where possible. In addition, taking advantage of opportunities for large-scale renovations such as rebuilding, we will consider conforming to the standards.

History so far and how to proceed in the future

In Yokohama City, we have set up a subcommittee around Izumi-Chuo Station and Tateba Station, which is composed of academics, citizens such as the elderly and the disabled, and related businesses and administrative organizations, and have been examining it. .

Up to now
1st District Subcommittee (August 30, 2011)

  • Understanding the contents of the barrier-free law and basic concept
  • Understanding the current situation of the district
  • Examination of the scope of priority maintenance areas
  • Study routes to make barrier-free

2nd District Subcommittee (November 21, 2011)

  • Implementation of town walk inspections

After basic design development, each company formulates business plan based on basic design and, in principle, carries out business with the goal of 2017.

In promoting business after formulating the basic concept

  • We will promote the smooth development of various specific business plans and the implementation of business.
  • We try to inform citizens about progress management and business contents of business widely.
  • Based on trends in new technological development, we will consider revising our business to make it barrier-free as necessary.

Please send us your opinions on the barrier-free business in the future.
