Text version of Tokaichiba Station Area Barrier-Free Basic Concept (Summary Version)

We have formulated a basic concept for barrier-free areas around Tokaichiba Station

In Yokohama City, based on the "Yokohama City Welfare Town Development Ordinance", citizens and businesses and Yokohama City collaborate to further promote community-based welfare activities and promote environmental improvement of software and hardware. We are promoting various initiatives.
Around the base stations in each ward, based on the "Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons (Barrier-Free Law)" We are promoting barrier-free maintenance.
Around Tokaichiba Station, facilities such as passenger facilities, cultural facilities, welfare facilities, commercial facilities, and financial institutions are concentrated.
In addition, in the “Sustainable Residential Area Model Project” promoted by Yokohama City, Tokaichiba is promoting “building a sustainable residential area model that considers super-aging and the environment” in the area around Tokaichiba Station. We have formulated the "Basic Barrier-Free Concept" for the area around.

Areas of priority maintenance areas in the area barrier-free basic concept around Tokaichiba Station

The area around Tokaichiba Station is home to passenger facilities, cultural facilities, welfare facilities, commercial facilities, financial institutions, etc. In the area around Tokaichiba-cho, Yokohama City is promoting a “Sustainable Residential Area Model Project”.
The area including these major facilities was set as priority maintenance areas, and a basic barrier-free concept was formulated.

About barrier-free law and barrier-free basic concept

1.What is the Barrier-Free Law?
In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.

(1) Promotion of barrier-free public transportation, buildings, public facilities, etc.
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility.
In addition, efforts are imposed on these existing facilities to comply with the standards.

(2) Promotion of barrier-free facilities in priority areas
Municipalities are based on the Barrier-Free Law, mainly in passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and the movement between facilities is usually performed on foot (Priority Maintenance Area), we will create a "barrier-free basic concept" in order to promote barrier-free public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc. with emphasis and integrally.

2.What is the Basic Concept of Barrier-Free?
In priority maintenance districts, to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. We establish range of important point maintenance district, contents of business (specific business) to carry out for barrier-free.
In addition, after basic design development, each company will make concrete business plan based on basic design and carry out business of barrier-free in important point maintenance district.
In Yokohama-shi, we carry out business in principle five years after basic design development.

3.Initiatives to date
In Yokohama City, 17 districts (Kannai Station, Tsurumi Station, Yokohama Station, Shin-Yokohama Station, Mitsukyo Station, Totsuka Station, Kami-Ooka Station / Konan Chuo Station, Tsuzuki Ward   Town Center, Hoshikawa Station, Hongodai Station, Oguchi Station / Koyasu Station, and Futamatagawa Station.

Facilities and routes to make barrier-free and contents of main businesses

In the basic barrier-free concept, facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life are set as living-related facilities. Mainly facilities that are used by an unspecified number of people, including the elderly and the disabled, and that meet the conditions that the means leading to the facility are mainly on foot from the station. We have set as facilities.
In addition, we have set a route to make barrier-free on the route connecting lifestyle-related facilities as a lifestyle-related route. In Yokohama City, life-related routes are classified into two types, A and B.

Life-related routes (A) are routes that carry out maintenance in accordance with the standards for facilitating movements based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained along both standards. It is.

Life-related routes (B) cannot be set to life-related routes A due to local restrictions such as topography and urbanization. It is a route that carries out maintenance in accordance with smoothing standards. Life-related route B has been set as a unique initiative of Yokohama City.

In this area, route 1-1, route 1-2, route 1-4, route 1-5, route 1-7, route 2-1, route 3-1 are living-related routes (A), and other routes Is set to life-related routes (B).

Other matters that require consideration

(1) Barrier-free access to the Tokaichiba Pedestrian Bridge (Taikobashi)
The Tokaichiba Pedestrian Bridge (Taikobashi) was established before 2006, when the Barrier-Free Law was enacted, and since the slope does not conform to current standards, it is necessary to make it barrier-free.
However, there are various issues regarding barrier-free due to the shape of bridges and land constraints. For this reason, as a specific project, "examination of improvement of longitudinal gradients" will be conducted, and while monitoring the progress of sustainable residential area model projects, etc., the longitudinal gradients by installing elevators and slopes, including the examination of alternative routes Will be considered.

(2) Barrier-free sidewalk (promenade)
The promenade sidewalk is sloped due to the terrain, and there are many opinions that the block pavement is slippery in rainy weather, so we will seize opportunities such as pavement renovation and consider changing to appropriate pavement materials. Shall be.

(3) Barrier-free buildings
About barrier-free in building, it is necessary for three parties such as owner, manager, occupant of building to cooperate and make barrier-free, and unless it is opportunity of large-scale repair such as rebuilding In some cases, maintenance cannot be carried out.
Therefore, regarding barrier-free in buildings set as life-related facilities in this basic concept, building owners, etc. should fully recognize the concept of facilitating standards such as building movement, and make existing facilities barrier-free from where possible. I will try to. In addition, we shall take advantage of opportunities such as large-scale renovations such as rebuilding and comply with the same standards.
