Basic Concept for Barrier-Free Area around Hongodai Station (text version)
Summary Version
Last Updated June 20, 2024
We have formulated a basic concept for barrier-free areas around Hongodai Station
In Yokohama City, following the enforcement of the "Law Concerning the Promotion of Smooth Movement of Elderly People and Disabled Persons (New Barrier-Free Law)" in December 2006, various barrier-free measures such as the formulation of basic plans are promoted. doing.
To date, we have formulated basic plans for nine districts (Kannai Station, Tsurumi Station, Yokohama Station, Shin-Yokohama Station, Mitsukyo Station, Totsuka Station, Kami-Ooka Station / Konan Chuo Station, Tsuzuki Ward Town Center, Hoshikawa Station).
We have formulated a "Basic Barrier-Free Concept" in the area around Hongodai Station, where public facilities such as administrative facilities, welfare facilities and commercial facilities are concentrated as central areas of Sakae Ward.
Areas of priority maintenance areas in the area barrier-free basic concept around Hongodai Station
Within a radius of 500 meters from the station considered to be within walking distance of Hongodai Station, public facilities such as the ward office and Sakae police department, welfare facilities such as the Sakae Ward Japan National Council of Social Welfare, and cultural facilities such as the Asupraza and the Sakae Ward Min Cultural Center are concentrated. In addition, Yokohama Sakae Mutual Aid Hospital and Hongo Special Needs School are also located.
The area including these major facilities was set as priority maintenance areas, and a basic barrier-free concept was formulated.

About new barrier-free law and barrier-free basic concept
1.What is the New Barrier-Free Law?
In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.
(1) Promotion of barrier-free public transportation, buildings, public facilities, etc.
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards.
(2) Promotion of barrier-free facilities in priority areas
Municipalities are located in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and in areas where movement between facilities is usually performed on foot (priority maintenance areas), In order to promote barrier-free transportation such as public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc., we can create a "barrier-free basic concept" in an integrated manner.
2.What is the Basic Concept of Barrier-Free?
In priority maintenance districts, to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. It defines the range of priority maintenance districts, routes (life-related routes) to make barrier-free, and the contents of projects (specific projects, etc.) to be implemented for barrier-free.
In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out barrier-free in important point maintenance district. In Yokohama-shi, we carry out business in principle five years after basic design development.
Facilities and routes to make barrier-free and contents of main businesses
In the basic barrier-free concept, facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life are set as living-related facilities. Mainly facilities that are used by an unspecified number of people, including the elderly and the disabled, and that the means leading to the facility are mainly on foot from Hongodai Station. We set as facility.
In addition, we have set a route to make barrier-free on the route connecting lifestyle-related facilities as a lifestyle-related route. In Yokohama City, life-related routes are classified into two types, A and B.
Life-related routes (A) are routes that carry out maintenance in accordance with the standards for facilitating movements based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained along both standards. It is.
Life-related routes (B) cannot be set to life-related routes A due to local restrictions such as topography and urbanization. It is a route that carries out maintenance in accordance with smoothing standards. Life-related route B has been set as a unique initiative of Yokohama City.

Matters that need to be considered in the future
(1) Barrier-free buildings
In this basic concept, the building specific business is positioned with the goal of securing a barrier-free route from life-related routes to entrances and exits of buildings.
On the other hand, with regard to barrier-free buildings within buildings, it is necessary for the owners, managers, and occupants of the buildings to cooperate and make them barrier-free. In some cases, maintenance cannot be carried out unless it is an opportunity.
Therefore, with regard to barrier-free buildings within buildings set as living-related facilities in this basic concept, building owners, etc. should fully recognize the concept of facilitating standards such as building movement, and make existing facilities barrier-free from where possible. It is necessary to take advantage of opportunities such as rebuilding and large-scale renovation, and to consider and maintain them to conform to the standards.
(2) Development of a bicycle transportation network
The sidewalks of the prefectural road Katsuracho Tozuka Endo Line and Ring Route 4, which are positioned as life-related routes in this basic concept, are sidewalks with a width of 2m or more, respectively.
Regarding this sidewalk, during the process of examining the basic concept, there were opinions that "I want bicycles to pass slowly" and "I want pedestrians to separate bicycles from bicycles." .
Even if only a certain section is clearly separated and maintained, it will not be connected to other sections as a network, so it must be considered after considering the overall bicycle traffic network, It is an issue that cannot be solved in barrier-free maintenance.
However, in order for pedestrians and bicycles to obtain a safe and comfortable traffic space, "In order to improve the manners and proper use of cyclists, related parties such as the city, ward, and users cooperate to conduct publicity and enlightenment activities. It is also necessary to consider countermeasures such as "developing".
History so far and how to proceed in the future
In Yokohama City, the Yokohama City Barrier-Free Study Council, which is composed of academics, citizens such as the elderly and the disabled, related businesses and administrative organizations, and the surrounding area subcommittee of Hongodai Station has been set up. We have been examining the basic concept of barrier-free in the area around the station.

In promoting business after formulating the basic concept
- We will promote the smooth development of various specific business plans and the implementation of business.
- Consider how to manage the progress of the business and evaluate the business.
- We try to inform citizens about the progress of the business and the business contents widely. Based on trends in new technological development, we will consider revising our business to make it barrier-free as necessary.
