In Yokohama City, based on the "Yokohama City Welfare Town Development Ordinance", citizens and businesses and Yokohama City collaborate to further promote community-based welfare activities and promote environmental improvement of software and hardware. We are promoting various initiatives.
Around the base stations in each ward, "Based on the Act on the Promotion of Smooth Movement of Elderly and Disabled Persons (Barrier-Free Law), we will utilize the barrier-free basic concept system to integrate barrier-free around the station We are promoting barrier-free maintenance.
In May 2008, Totsuka Ward formulated the Basic Plan for Barrier-Free Areas around Totsuka Station and promoted barrier-free areas around stations.
Approximately 10 years have passed since the formulation of this basic concept, and projects that have been positioned as considering short-term goals and opportunities in the future to consider maintenance have been generally implemented, but specifics in each facility such as buildings Was not positioned.
In order to further improve the barrier-free environment around Totsuka Station and to promote barrier-free facilities in the area around Higashi-Totsuka Station and Maioka Station, we formulated the Totsuka Ward Barrier-Free Basic Concept.
Scope of priority maintenance areas in the area around Totsuka Station, Higashi Totsuka Station, and Maioka Station
In the area around Totsuka Station, Higashi Totsuka Station, and Maioka Station, there are facilities used by many people, including the elderly and disabled, such as passenger facilities, cultural facilities, welfare facilities, commercial facilities, financial institutions, etc. We set the area where it is expected that the movement between facilities will be performed on foot as a priority maintenance area, and formulated a basic barrier-free concept.
About barrier-free law and barrier-free basic concept
1 What is the Barrier-Free Law?
In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.
Promotion of barrier-free public transportation, buildings, public facilities, etc.
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility. In addition, efforts are imposed on these existing facilities to comply with the standards.
Promotion of barrier-free facilities in priority areas
Municipalities are based on the Barrier-Free Law, in areas centered on passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and the movement between facilities is usually performed on foot (important maintenance area), we will formulate the "Barrier-Free Basic Concept" in order to promote barrier-free public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc. with emphasis and integrally.
2 What is the Barrier-Free Basic Concept?
In priority maintenance districts, in order to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by elderly people with disabilities, etc. It defines the range of priority maintenance districts and the contents of projects (specific projects, etc.) that should be implemented for barrier-free facilities. In addition, after basic design development, each company makes concrete business plan based on basic design and will carry out business of barrier-free in important point maintenance district. In Yokohama-shi, we carry out business in principle five years after basic design development.
3. Initiatives so far

Facilities and routes to make barrier-free and contents of main businesses
In the basic barrier-free concept, facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life are set as living-related facilities.
Mainly, facilities that are used by an unspecified number of people, including the elderly and the disabled, and that the means leading to that facility are mainly on foot from the station are set as living-related facilities. I am.
In addition, we have set a route to make barrier-free on the route connecting lifestyle-related facilities as a lifestyle-related route. In Yokohama City, life-related routes are classified into two types, A and B.
Life-related routes (A) are routes that carry out maintenance in accordance with the standards for facilitating movements based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained along both standards. It is.
Life-related routes (B) cannot be set as life-related routes (A) due to local restrictions such as topography and urbanization, but considering the road function and role of the route, as much as possible It is a route that carries out maintenance in accordance with smoothing standards such as movement based on. Life-related routes (B) have been set as Yokohama City's own initiative.
