Bandobashi Station / Koganecho Station Area Barrier-Free Basic Concept (text version)
Summary Version
Last Updated June 20, 2024
We have formulated a basic concept for barrier-free in the area around Bandobashi Station and Koganecho Station
In Yokohama City, based on the "Yokohama City Welfare Town Development Ordinance", citizens and businesses and Yokohama City collaborate to further promote community-based welfare activities and promote environmental improvement of software and hardware. We are promoting various initiatives.
In addition, around the base station of each ward, based on the "Law Concerning the Promotion of Smooth Movement of Elderly and Disabled Persons (Barrier-Free Law)" We are promoting barrier-free maintenance.
We have formulated a basic barrier-free concept for areas around Bandobashi Station and Koganecho Station, where administrative and welfare facilities in Minami Ward are concentrated, including the New Minami Ward General Government Building, the Yokohama City University Medical Center and Urafune Complex Facilities.
Area around Bandobashi Station and Koganecho Station Areas of priority maintenance areas in the Basic Barrier-Free Concept
The area around Bandobashi Station and Koganecho Station is home to administrative and welfare facilities such as the New Minami Ward General Government Building, the Yokohama City University Medical Center and the Urafune Complex Welfare Facility.
The area including these major facilities was set as priority maintenance areas, and a basic barrier-free concept was formulated.
About barrier-free law and barrier-free basic concept
1.What is the Barrier-Free Law?
In order to improve the convenience and safety of mobility and facility use for the elderly, disabled, pregnant women, injured persons, etc., we will promote barrier-free by the following two major pillars.
(1) Promotion of barrier-free public transportation, buildings, public facilities, etc.
When constructing or introducing public transportation (passenger facilities such as stations and bus terminals, vehicles such as railway vehicles and buses), as well as specific buildings, roads, off-street parking lots and city parks, each company / building We obligate facility installation managers such as owners to comply with the "barrier-free maintenance standards (moving facilitation standards)" established for each facility.
In addition, efforts are imposed on these existing facilities to comply with the standards.
(2) Promotion of barrier-free facilities in priority areas
Municipalities are based on the Barrier-Free Law, mainly in passenger facilities such as railway stations, where facilities used by the elderly and disabled gather, and the movement between facilities is usually performed on foot (Priority Maintenance Area), we will create a "barrier-free basic concept" in order to promote barrier-free public transportation, buildings, roads, off-street parking lots, city parks, traffic lights, etc. with emphasis and integrally.
2.What is the Basic Concept of Barrier-Free?
In priority maintenance districts, to promote barrier-free public transportation such as railway stations, public facilities such as roads and parks, and public buildings used by the elderly, disabled, etc. We establish range of important point maintenance district, contents of business (specific business) to carry out for barrier-free.
In addition, after basic design development, each company will make concrete business plan based on basic design and carry out business of barrier-free in important point maintenance district.
In Yokohama-shi, we carry out business in principle five years after basic design development.
3.Initiatives to date
15 districts (Kannai Station, Tsurumi Station, Yokohama Station, Shin-Yokohama Station, Mitsukyo Station, Totsuka Station, Kami-Ooka Station, Konan Chuo Station, Tsuzuki Ward Town Center, Hoshikawa Station, Hongodai Station, Oguchi Station, Koyasu Station, and Futamatagawa Station.
Facilities and routes to make barrier-free and contents of main businesses
In the basic barrier-free concept, facilities such as passenger facilities, government facilities, and welfare facilities used by the elderly and disabled in daily life or social life are set as living-related facilities. Mainly facilities that are used by an unspecified number of people, including the elderly and the disabled, and that meet the conditions that the means leading to the facility are mainly on foot from the station. We have set as facilities.
In addition, we have set a route to make barrier-free on the route connecting lifestyle-related facilities as a lifestyle-related route.
In Yokohama City, life-related routes are classified into two types, A and B.
Life-related routes (A) are routes that carry out maintenance in accordance with the standards for facilitating movements based on the law and the maintenance standards of the Yokohama City Welfare Town Development Ordinance, or routes that have already been maintained along both standards. It is.
Life-related routes (B) cannot be set to life-related routes A due to local restrictions such as topography and urbanization. It is a route that carries out maintenance in accordance with smoothing standards. Life-related route B has been set as a unique initiative of Yokohama City.
In this area, route 1-1, route 3-3, route 3-4, route 3-5, route 3-6, route 3-7, route 4-2 are lifestyle-related routes (B), and other routes are set as life-related routes (A).

Other matters that require consideration
(1) Making buildings barrier-free
Barrier-free buildings must be implemented by owners and managers in cooperation, and it is difficult to respond early, so we will respond from where possible and conform to the standards at opportunities such as large-scale renovations. I will try to plan.
(2) About elevator at Bandobashi Station
At Bandobashi Station, one barrier-free route is secured by an elevator connecting the ticket gate floor and the ground according to law standards. However, there was an opinion calling for an improvement in the size of the basket because the elevator was crowded, but it is difficult to make immediate improvements because large-scale renovation is required. Therefore, in this basic concept, we will position the implementation of educational activities to improve the manners of using elevators as a specific business, and work to solve immediate issues.
(3) About barrier-free shopping street
We are also actively working on barrier-free measures to create new vitality in the shopping district. As an example of the initiative, Yokohama Hashidori Shopping Street has developed a rest area using the shopping district association office, adopted LED lighting to ensure the brightness of the street, and multilingualized to improve the convenience of foreign shoppers. We are installing information signs that have become. Going forward, we will continue to work to make it a shopping street that is easy for anyone to use.
(4) About collection site
In response to the opinion that collection site would hinder pedestrian traffic on Idaidai-dori Street and Fujidana-urafune-dori St., we were able to reduce the amount of waste on sidewalks and secure walking spaces. In addition, about other places, we carry out spread enlightenment such as garbage disposal manners in area.
We will continue to consider the relocation of collection site and raise awareness among them.
