Counting votes
It depends on the proportional representative election of the lower house and the upper house. It is as follows.
House of Representatives proportional representative election
For each constituency (block), the number of winners of each political party is determined in proportion to the number of votes of political parties. In the list of candidates reported by political parties, etc., the "ranking to be elected" of each candidate is described, so the winners are determined in that order.
Upper House proportional representative election
The number of winners for each political party is determined in proportion to the total number of votes of each political party. Unlike the lower house, the candidate list does not include the "ranking to be elected" (excluding candidates in specific slots), so the winner is determined in the order of the number of votes from the list. You.
However, if there is a candidate in a specific frame, the candidate will take precedence.
※A specific frame is a method in which a political party, etc., should be elected preferentially, is determined in advance in the order to be elected, listed in the list, and candidates in the specific frame are given priority. In addition, voting that lists candidate name of specific frame is considered effective vote of political parties.
※The total number of votes of each political party, etc. is the sum of the number of votes of a proportional representative candidate such as a political party and the number of votes of that political party, etc.
Regarding the allocation of elected persons to each political party, etc. in proportional representation of the lower house election and the upper house election
It is decided by a method called Dont type.
The Dont formula is a calculation method devised by Belgian law scholar Victor Dont, and the total number of votes of each political party is 1, 2, 3, 4.……This is a method in which the seats are divided sequentially by integers and the seats are allocated until the fixed number is reached in descending order of the answers obtained.
Registered political parties, etc. | Party A | Party B | C Party | D Party | |||||
---|---|---|---|---|---|---|---|---|---|
Registered persons | 7 people | 6 people | 5 people | 4 people | |||||
Number of votes | 5,100 votes | 2,700 votes | 2,100 votes | 1,300 votes | |||||
Definite number | 1 | ① | 5,100 | ② | 2,700 | ④ | 2,100 | ⑦ | 1,300 |
2 | ③ | 2,550 | ⑥ | 1,350 | ⑨ | 1,050 | 650 | ||

4 | ⑧ | 1,275 | 675 | 525 | 325 | ||||
5 | ⑩ | 1,020 | 540 | 420 | |||||
6 | 850 | 450 | |||||||
7 | 728.57 | ||||||||
Number of Winners | 5 people | 2 people | 2 people | 1 person |
You will be the winner in the order of the number of votes.
However, the number of votes must be equal to or greater than the number of statutory votes.
The number of statutory votes is "How do you determine the number of statutory votes and the confiscated point of deposit?" Please check.
According to the Public Office Election Law (Article 95, Paragraph 2), "If the number of votes is the same in determining the winner, at the election meeting, the elector will determine by lot."
For example, if there are two or more candidates who have obtained the highest number of votes more than the statutory votes in the mayoral election with the same number of votes, or the number of votes who will be the lowest winner than the statutory votes in the city council election If there are two or more candidates and the number exceeds the fixed number, the elector will decide the winner by lot.
Even if you have the largest number of votes, you will not be a winner if you do not have more than the "statutory number of votes".
In that case, a re-election (Article 109 of the Public Office Election Law) will be held.
For the number of statutory votes, please refer to "How do you determine the number of statutory votes and the confiscated point of deposit?"
You can see (see) counting votes.
However, it is necessary to be one in the counting ward (one registered in the electoral list of the ward where the counting place you want to visit is set up in the election). (Article 69 of the Public Office Election Law)
