(Column)
At present, Japanese citizens have the right to vote when they are 18 years old, but in 1889, they were only right for direct tax taxpayers of 15 yen or more for boys aged 25 and over. In 1925, tax payment qualifications were abolished due to the enforcement of the ordinary election law, and in 1945, the election law including women's suffrage, were revised, and a complete ordinary election system was realized.
In the case of Yokohama, it became a city in 1889, and at the same time City Counsil was born. At that time, the city council election was a method of dividing the total amount of tax payment into three equal parts and selecting the same number of members (12 members) from each class. It was a severe restricted election of only boys aged 25 and over who paid the national tax of 2 yen or more directly. The majority of the electors were members of parliament, and the rich people chose rich.
